
The 220kV Vung Ang Transformer Station and Connection Project, invested by the National Power Transmission Corporation, has been implemented since April 2022. The project is an important national project on power grid infrastructure, with the aim of ensuring safe operation and improving the reliability of power supply for the southern Ha Tinh grid and Vung Ang Economic Zone. The project is invested in 1 220kV transformer station with an area of 3.3 hectares in Xom Trai Residential Area, Vung Ang Ward; the connection line is 13.42 km long, including 45 locations passing through Vung Ang Ward and Song Tri Ward (total affected area is 35 hectares).
To implement the project, the Provincial People's Committee has directed and urged relevant sectors to coordinate implementation. The government of Ky Anh town (old), now Song Tri and Vung Ang wards, has coordinated with the investor and the project management board to carry out compensation and site clearance work according to the approved plan, ensuring compliance with procedures and regulations of the law. The Provincial People's Committee also held meetings and issued documents directing the resolution of problems related to compensation and site clearance for the construction of the 220kV connecting line.
Up to now, the 220kV substation has been completed and energized on September 21, ready to operate to receive electricity from Vung Ang 1 Thermal Power Plant to transmit to the national power system. The 220kV line section has 141 households affected; the investor, the Central Power Project Management Board (the operating unit) and the project participants have coordinated with Vung Ang ward to pay compensation for site clearance for 141/141 households.
The construction unit, Vietnam Machinery Installation Corporation, has also completed the construction of 45/45 pole positions and pulled wires for 24/25 anchor positions. Currently, there is only one anchor position 6-8 with a corridor passing through the Du Yen parish cemetery in Tay Yen residential area, which is facing obstacles due to some residents obstructing the construction.


Mr. Nguyen Van Thuc - Construction site commander (Vietnam Machinery Installation Corporation) said: "According to the original plan, the 220kV line connecting after Vung Ang substation will be constructed in 8 months (from April 2022). However, the implementation process encountered many difficulties, especially compensation and site clearance, so the construction time was prolonged. Currently, there are only about 600m of line left (at anchorage 6-8), the unit has also arranged enough personnel with 2 construction teams but cannot pull the wire because the people have not agreed".
In the report sent to the Provincial People's Committee on October 7, 2025, the National Power Transmission Corporation stated: A part of the households in Du Yen parish did not agree to the construction unit pulling the power line through the cemetery and requested to move the power line out of the cemetery or compensate and support to move the grave out of the corridor. However, this is not in accordance with the provisions of the law.
Regarding the above problems, the National Power Transmission Corporation, the Central Power Project Management Board coordinated with the Party Committee, People's Committee of Vung Ang and Song Tri wards and the Provincial Police to work many times with the Bishop's Palace, the Parish Priest, the Religious Committee, and the Tay Yen residential group to explain, mobilize, and propagate to the people about the State's policies on compensation and site clearance. However, a part of the people still did not agree, and had demands outside the policy regime.

The peak was on September 22, when the Central Power Project Management Board and Vietnam Installation Corporation started the wire pulling construction but were blocked by the people. From September 23 until now, the construction work has been stopped and cannot be implemented.
Mr. Luong Minh Hau - an officer of the Central Power Project Management Board said: "The compensation payment for land acquisition and clearance for households has been completed since the end of May 2025. The Du Yen parish cemetery area is not subject to compensation for land acquisition and clearance according to the provisions of law. The obstruction of construction by some households has greatly affected the progress of pulling the connecting line to put the project into operation on schedule and according to the set goals."
According to the schedule, the investor strives to energize the entire project in October 2025. The problem is that if the "bottleneck" of wire pulling construction at anchorage 6-8 on the 220kV line is not completely resolved, the synchronous operation of the project will not be possible. This not only affects the original goal of the project, causing consequences for investment efficiency, but also greatly affects the overall development of the province, especially the increasing demand for industrial loads in Vung Ang Economic Zone, contributing to ensuring energy security and promoting the socio-economic development of the province.

Regarding this issue, Mr. Nguyen The Anh - Chairman of the People's Committee of Vung Ang Ward said that in the past time, the Party Committee and the Ward Government have coordinated with the Provincial Police and the Ward Police to organize dialogues and explanations many times; coordinated with the Bishop's Palace and parish priests to propagate so that people clearly understand the significance of the project and comply with legal regulations on compensation policies for land acquisition. However, up to now, a part of the people still intentionally affect the construction of the 220kV power line. The Ward has reported to the Provincial People's Committee; at the same time, continue to propagate and mobilize people to comply with legal regulations. If there is no agreement, the Ward will implement a construction protection plan to ensure the project completes the final items.
The lack of consensus and the act of obstructing the construction of the 220kV line at anchorage 6-8 (belonging to the 220kV Vung Ang Substation Project and connection) by a part of households in Du Yen parish (Tay Yen residential group, Vung Ang ward) lacks legal basis, affects the project progress, and causes damage to national works. Acts that use the name of rights to go against the common interest must be strictly handled, ensuring the principle of the rule of law.
