Coastal road project in Quang Tri province still has many problems with land clearance

The Standing Vice Chairman of the Quang Tri Provincial People's Committee requested to review the progress weekly and have specific sanctions for contractors who do not comply with the committed progress in the province's coastal road project.

On July 18, Standing Vice Chairman of the Provincial People's Committee Hoang Nam inspected the implementation of the coastal road project connecting the East-West economic corridor, Quang Tri province, phase 1 and the coastal road section through the Cua Tung and Cua Viet bridges.

The coastal road project connecting the East-West economic corridor, Quang Tri province, phase 1 has a total length of about 48 km passing through the communes of Cua Tung, Vinh Hoang, Cua Viet, Gio Linh, Ben Hai, Trieu Binh, Nam Cua Viet and Nam Dong Ha ward.

The project scope has about 2,004 affected cases, of which 160 affected households must be resettled.

To date, localities have handed over 31.6/48 km, reaching 66%; it is expected that in the third quarter of 2025, an additional 10.76 km will be handed over; the remaining sections within the residential land and houses, 5.45 km long, will be completed and handed over in 2026.

In addition, the project has completed the conversion of forest land and rice land use purposes. Up to now, only Nam Dong Ha ward has completed the resettlement work, the remaining localities have not completed it yet...

According to the report of the Quang Tri Province Construction Investment Project Management Board, the project implementation process is currently facing difficulties mainly arising from the arrangement of local human resources for site clearance that does not meet requirements.

At the same time, the work of determining the origin of land use in the locality is still slow, causing delays in the preparation and approval of compensation plans. Problems with policies and procedures affect the progress of implementation.

Some contractors have not ensured the required progress, have not mobilized enough equipment and human resources to perform as per the signed contract...

For the coastal road project, the section through Cua Tung and Cua Viet bridges has a total route length of about 5.76 km, of which the section through Cua Tung bridge has a total route length of about 3.16 km (the route is about 2.66 km long and the bridge is about 0.5 km long); the section through Cua Viet bridge has a total route length of about 2.6 km. The project has a total investment of 600 billion VND, implementation period 2024 - 2025.

The project passes through the communes of Cua Tung, Ben Hai, and Nam Cua Viet, affecting 305 households/472 plots of land and 312 graves that will have to be relocated.

Currently, the locality has announced land reclamation and has handed over the underwater part of Cua Tung bridge. The contractor is constructing the public road and abutment to carry out the construction of bored piles for the abutment and piers of Cua Tung bridge.

The representative of the Provincial Construction Investment Project Management Board said that the project is currently facing some difficulties and problems such as: The communes where the project passes through have not yet approved specific land prices, leading to the inability to apply prices, develop compensation, support and resettlement plans according to regulations.

At the project sites, investors, contractors and local authorities reported on project progress as well as difficulties and obstacles during the implementation process.

In particular, Trieu Binh commune especially requested the contractor to urgently complete the resettlement area of Trieu Do commune (old) to help the temporarily residing households soon build houses and stabilize their lives.

Inspecting the projects, Standing Vice Chairman of Quang Tri Provincial People's Committee Hoang Nam requested investors and construction units to strictly implement the direction of the Provincial People's Committee, upholding the spirit and responsibility in implementing key works and projects. It is necessary to simultaneously and urgently complete resettlement areas to stabilize people's lives.

Particularly for the resettlement area of Trieu Do commune (old), the contractor is required to increase the workforce, work in "3 shifts, 4 shifts" to complete the infrastructure and hand it over to the people before August 31, 2025.

For households that are temporarily residing, local authorities coordinate with the Provincial Construction Investment Project Management Board to care for and support people to stabilize their thoughts and lives.

Regarding the site clearance of projects, the Standing Vice Chairman of the Quang Tri Provincial People's Committee requested the local government to continue to consolidate and perfect the apparatus, be permanent and proactive to ensure the completion of the set goals. Construction units must have specific commitments for each item and must fulfill their commitments.

Along with that, relevant departments, branches and localities must proactively review progress, and must submit weekly reports to the Provincial People's Committee to promptly deploy solutions to handle difficulties and problems; at the same time, there must be specific sanctions for contractors who do not comply with the committed progress.
