(Dan Tri) - Quang Nam Province Inspectorate pointed out a series of shortcomings and limitations in the expanded residential area No. 1. This is a real estate project that "soaks" 300 red books of the people.
Quang Nam Provincial Inspectorate has just issued the inspection conclusion of the residential area expansion project No. 1 (Residential area No. 1, Dien An ward, Dien Ban town) invested by Minh Hoang Long Construction Joint Stock Company.
Residential Area No. 1 Project was approved for investment in mid-2018 by the People's Committee of Quang Nam province with a scale of 9.5 hectares; the project implementation progress was from the second quarter of 2019 to 2020, then extended to the fourth quarter of 2021.

The project has completed investment and construction procedures according to regulations, the investor has deposited funds to ensure project implementation; has basically completed compensation and site clearance work and has been allocated 6.16/9.5 hectares of land by the People's Committee of Quang Nam province.
The investor has basically implemented construction of a number of technical infrastructure items on the assigned area; the land use right certificate for the assigned land area has not been granted yet.
The investor has completed the leveling, grading of roads, drainage systems, sidewalks, trees, and electric poles according to the approved design, but the construction volume has not been accepted between the investor and the construction unit; therefore, the project is behind schedule.
Through checking the construction permit of the competent authority, in the design and construction drawing documents, there are some areas where compensation and support work has not been completed and the Quang Nam Provincial People's Committee has not yet recovered and allocated land (more than 2,400m2).
Notably, up to now, Minh Hoang Long Construction Joint Stock Company still owes more than 47 billion VND in land use fees and over 2.2 billion VND in late payment of land use fees; owes more than 210 million VND in corporate income tax, nearly 97 million VND in VAT, and owes more than 76 million VND in administrative fines...

The inspector concluded that all revenues and expenditures of Minh Hoang Long Construction Joint Stock Company were not shown in the accounting books as prescribed and were not accompanied by complete related documents, so the inspector had no basis for inspection.
Minh Hoang Long Construction Joint Stock Company collects all the money collected through capital mobilization contracts in cash through receipts but does not enter the fund or reflect it in the accounting books as prescribed.
The Inspectorate of Quang Nam province recommended that the People's Committee of this province allow Minh Hoang Long Construction Joint Stock Company to complete procedures to extend the project progress according to regulations; complete the project investment in accordance with the investment policy and detailed planning 1/500; complete construction items, and put the project into operation soon.
For the People's Committee of Dien Ban town, the Inspectorate of Quang Nam province recommended reviewing and drawing lessons from organizations and individuals related to existing shortcomings and limitations.
As Dan Tri reported, the Residential Area No. 1 expansion project in Dien An ward, Dien Ban town is invested by Minh Hoang Long Construction Joint Stock Company, with Mr. Tran Quang Hy - Chairman of the Board of Directors of the company - as the representative.
According to the plan, on December 31, 2019, the investor handed over land use right certificates to more than 300 customers. However, the construction progress of Residential Area No. 1 only reached 90% of the assigned area.
