Promoting linkages between FDI enterprises and domestic enterprises
Deputy Minister of Industry and Trade Truong Thanh Hoai signed and issued Document No. 8943/BCT-KHTC on the implementation of the Prime Minister's conclusion announcement at the 6th Conference of the Red River Delta Coordination Council. The document was sent to the Departments, Bureaus and units under the Ministry of Industry and Trade.
The content of the document clearly states that, implementing Notice No. 599/TB-VPCP dated November 4, 2025 of the Government Office on the conclusion of Prime Minister Pham Minh Chinh, Chairman of the Council at the 6th Conference of the Red River Delta Coordination Council, the Ministry of Industry and Trade requests its affiliated units, based on their assigned functions and tasks, to urgently study and organize the implementation of the following tasks:
Regarding general tasks, the Ministry of Industry and Trade requires units to proactively research and implement contents related to the Industry and Trade sector in the Prime Minister 's conclusion, proactively review institutional bottlenecks in the fields of bidding, auction, investment, regional linkage, and infrastructure development under the Ministry's management authority;
Urgently handle backlogged and prolonged projects to free up resources; actively and proactively remove obstacles in procedures, planning, bidding, auctions and related issues in the industry.

Continue to research, develop mechanisms, policies and specific solutions to promote the development of supporting industries and strongly promote the connection and coordination between FDI enterprises and domestic enterprises to enhance the competitiveness of domestic enterprises. Proactively minimize the impact of US import tariffs on Vietnamese goods.
Preside over and handle specific recommendations from localities
Regarding handling specific local recommendations, the Prime Minister assigned the Ministry of Industry and Trade to preside over handling 06 specific recommendations of localities in the region.
Specifically, the Department of Innovation, Green Transformation and Industrial Promotion advised the Government to amend Decree No. 32/2024/ND-CP dated March 15, 2024 to be more flexible in terms of occupancy rates, in accordance with the two-tier administrative model and the actual conditions of each locality. In addition, there should be a mechanism for financial support or tax incentives for small and medium-sized enterprises relocating to industrial clusters.
The Legal Department submits to the Government for promulgation a decree amending, supplementing or replacing current decrees, in order to unify regulations on the authority to register professional seals of traders providing commercial appraisal services in localities.
The Department of Domestic Market Management and Development shall soon issue a document replacing Decision No. 1371/2004/QD-BTM to conform to the current practice of developing commercial networks, updating new regulations and standards on supermarket and trade center models, ensuring technological factors, food safety, environmental protection, and modern operational management. Provide specific instructions on the procedures, classification records, and approval of operating regulations of supermarkets and trade centers.
Advise the Government to amend and supplement Decree No. 83/2014/ND-CP dated September 3, 2014 on petroleum trading, including: Abolishing the requirement for environmental protection training certificates in the dossier for granting Certificates of qualified petroleum retail stores; clearly defining the conditions and dossiers for petroleum stores on water; increasing the capacity of level 1 stores in accordance with reality; and at the same time, supplementing regulations on the validity period of Certificates in some special cases as prescribed by the Provincial People's Committee (for example, in cases where the land lease term is less than 5 years);
Provide specific guidance on the dossier components and the appraisal process for granting the Certificate of eligibility for business; at the same time, study and amend and supplement Clause 3, Article 38 of Decree No. 87/2018/ND-CP dated June 15, 2018 on gas business in the direction of stipulating "a copy of the Certificate of technical safety inspection results of tanks (if any)", to be more consistent with reality.
Units under the Ministry have specific mechanisms, policies and solutions to proactively minimize the impacts of import tariffs on the United States; promote the development of supporting industries and strongly promote linkages and coordination between FDI enterprises and domestic enterprises to enhance the competitiveness of domestic enterprises.
The Ministry of Industry and Trade requests units according to their functions and tasks to urgently research, implement or report to the Ministry's leaders to report and propose to the Government and the Prime Minister on issues beyond their authority regarding recommendations from localities in the region.
