Dien Bien: Promoting the role of small-scale industry, creating sustainable livelihoods

On November 28, the Inspection Team of the Department of Innovation, Green Transformation and Industrial Promotion ( Ministry of Industry and Trade) led by Deputy Director Nguyen Van Thinh worked with the Department of Industry and Trade of Dien Bien province on the results of implementing the criteria and targets in the National Criteria Set on new rural areas at all levels under the responsibility of the Ministry of Industry and Trade.

This is important content to evaluate progress, remove difficulties and orient solutions to complete the new rural goals in the context of the province operating under the 2-level local government model.

According to the report of the Department of Industry and Trade, the direction and promulgation of policies to implement the National Target Program on New Rural Construction has been carried out synchronously and promptly by the province.

Based on the resolutions and decisions of the Central Government and the guidance of the Ministry of Industry and Trade, the People's Committee of Dien Bien province has issued many specific programs and plans, assigning clear responsibilities to departments, branches and localities.

The Department of Industry and Trade also issued guiding documents on electricity criteria, commercial infrastructure and industrial clusters, helping communes proactively deploy and evaluate results in accordance with regulations.

Before the merger, Dien Bien had 26/115 communes meeting new rural standards; 5 communes meeting advanced new rural standards and 2 communes meeting model standards. After the merger, the whole province has 45 commune-level administrative units (42 communes and 3 wards), of which 25 units have met or basically met new rural standards, 1 commune has met advanced new rural standards.

Regarding the implementation of the criteria under the Ministry of Industry and Trade, Dien Bien is promoting investment in the rural electricity system through the project "Lighting up Dien Bien". The project has a total investment of 1,260 billion VND, providing electricity to more than 5,000 households in 110 villages in 7 districts.

Up to now, 13 villages with 628 households have been provided with electricity, disbursing more than 243/500 billion VND of capital in 2024. The province is continuing to propose capital allocation in 2025 to meet the remaining demand.

In addition, rural commercial infrastructure continues to receive investment attention. Currently, the province has 41 operating markets and 3 commercial centers, 3 standard supermarkets. In 2025, the province will deploy the construction of the Muong Thanh Market and Trade Service Project and invest in Hoa Ba Tuan Giao supermarket with a total capital of more than 235 billion VND. However, up to now, Dien Bien has not had any industrial clusters with infrastructure investment, the projects continue to attract investors for research.

According to the Department of Industry and Trade, in 2025, the industry will be allocated a total budget of more than VND516 million to implement the contents of the New Rural Program. This capital will be used for trade promotion, e-commerce, support for connecting agricultural product consumption and developing the rural trade system.

From the trade promotion fund, the province has implemented 4 programs with a total budget of more than 1.5 billion VND, supporting businesses to participate in fairs, promoting domestic and foreign product consumption. Many typical products of the province have been effectively promoted such as coffee, vermicelli, dried buffalo meat, cordyceps...

Industrial promotion activities continued to be effective with 5 provincial projects and 2 national projects, with a total budget of more than 1 billion VND. Thanks to that, rural industrial establishments have the conditions to invest in modern machinery for processing tea, coffee, macadamia, and furniture, contributing to improving product quality, creating jobs and increasing income for people.

The Department of Industry and Trade also implemented pilot models on energy saving, energy audit, administrative procedure reform and improving the quality of rural market management. These programs directly contribute to improving the quality of new rural criteria, especially in remote communes.

However, the province still faces many difficulties. Currently, nearly 5% of households do not have access to the national grid due to rugged terrain, scattered population, and high investment costs. The province's industry is small and fragmented; craft villages associated with tourism have not yet been formed. Commercial infrastructure is not yet synchronized, especially in markets in remote areas; capital for trade promotion is limited.

Concluding the working session, Deputy Director Nguyen Van Thinh acknowledged the efforts of the Department of Industry and Trade of Dien Bien province in issuing documents, implementing tasks and maintaining stable production and trade. Dien Bien is a mountainous province with a long border and difficult economic conditions, but has strengths in developing forest economy and tourism culture. Therefore, it is necessary to continue promoting the role of small-scale industry, especially handicraft products associated with community culture, creating livelihoods and contributing to sustainable new rural construction.
