It is expected that 360 cadres, civil servants and public employees will be mobilized to work in mountainous communes.
On July 28, 2025, the Party Committee of Thanh Hoa Provincial People's Committee issued Document No. 195-TTr/DU asking for opinions from the Standing Committee of the Provincial Party Committee on the draft Resolution of the Provincial People's Council on support policies for cadres, civil servants and public employees of provincial departments, branches and sectors, communes and wards with a number of surplus cadres and civil servants or volunteers to be mobilized, rotated, or seconded to work in mountainous communes of Thanh Hoa province.
According to the Report, implementing the termination of district-level administrative units and the establishment of commune-level administrative units; the new communes and wards have received and assigned work to cadres, civil servants, public employees, and workers of the Party, government, Fatherland Front, and socio- political organizations. However, because the plan to arrange cadres and civil servants is mainly implemented within the boundaries of the old district-level administrative units, there are local surpluses and shortages.
Therefore, the Provincial Party Committee has drafted a Resolution to promptly encourage and motivate cadres, civil servants and public employees of provincial departments, branches and sectors, communes and wards with surplus cadres and civil servants or volunteers to work in mountainous communes.
Applicable subjects include: Cadres and civil servants in communes and wards with surplus or volunteering staff who are mobilized to work in mountainous communes. Cadres, civil servants and public employees in provincial departments, branches and sectors who are mobilized, rotated, or seconded to work in mountainous communes. Cadres, civil servants and public employees in provincial departments, branches and sectors who were previously mobilized, rotated... by the Provincial Party Standing Committee to work in mountainous districts, now continue to be assigned to work in mountainous communes.
Regarding support policy, there are 2 levels.
Level 1 support is equal to 1.75 times the basic salary/person/month, applied to 38 communes in the area of 6 old mountainous districts before the end of operation (including: Muong Lat, Quan Hoa, Quan Son, Lang Chanh, Ba Thuoc, Thuong Xuan).
Level 2 supports 1.25 times the basic salary/person/month, applied to 38 communes in the area of 5 old mountainous districts before the end of operation (including: Ngoc Lac, Thach Thanh, Cam Thuy, Nhu Thanh, Nhu Xuan).
The maximum support period is 3 years (equal to the mobilization period) or the support ends when the cadre, civil servant, or public employee is assigned by the competent authority to work at an agency, unit, or locality outside the scope of the supported commune.
For cadres, civil servants and public employees in provincial departments, branches and sectors who were previously mobilized, transferred... by the Provincial Party Standing Committee to work in mountainous districts, and now continue to be assigned to work in mountainous communes, the support period is a maximum of 3 years from the effective date of the Resolution or the end of support when the cadres, civil servants and public employees are decided by competent authorities to be assigned to work in agencies, units and localities not within the scope of the supported commune.
It is expected that 360 cadres, civil servants and public employees will be subject to the policy (including 125 people from the Party, Front, socio-political organizations and 235 people from the government) with a total support budget of 15.12 billion VND/year, drawn from the provincial budget.
As planned, the draft Resolution will be submitted to the Provincial People's Council for consideration and approval at the 32nd Session of the 18th Thanh Hoa Provincial People's Council.
