On behalf of the National Assembly Standing Committee, Politburo member and National Assembly Chairman Tran Thanh Man signed and issued a Resolution estimating the number, structure, and composition of National Assembly deputies for the 16th term.
According to the Resolution, the total number of National Assembly deputies of the 16th term is 500 people. Of which, the number of deputies in central agencies is 217 (43.4%), the number of deputies in localities is 283 (56.6%).
The number of delegates in central agencies is allocated to agencies, organizations and units as follows:
Party agencies: 10 delegates (2.0%); Presidential agencies: 3 delegates (0.6%); National Assembly agencies (full-time delegates at the Central level) 145 delegates (29%); Government and Government agencies: 15 delegates (3.0%).
Ministry of National Defense (including Minister, ministerial agencies, military regions and services): 13 delegates (2.6%); Ministry of Public Security (including Minister): 3 delegates (0.6%); Supreme People's Court (SPC): 1 delegate (0.2%); Supreme People's Procuracy (SPC): 1 delegate (0.2%); State Audit: 1 delegate (0.2%); Vietnam Fatherland Front: 25 delegates (5%).
The number of local delegates is allocated based on two structures: orientation and guidance.
Of which, the orientation structure (179 delegates, accounting for 35.8%) is the framework structure for provinces and cities to use as a basis to introduce candidates, including: key leaders in provinces and centrally-run cities concurrently Heads of National Assembly Delegations; full-time National Assembly delegates ; Vietnam Fatherland Front; religious delegates; army; police; People's Court; People's Procuracy; Department of Justice; research institutes, universities, academies; enterprises, associations, and unions in the production sector.
The guiding structure introduced by localities (104 delegates, accounting for 20.8%) is a flexible structure for provinces and cities to use as a basis to introduce candidates, including representatives of the following sectors: science - technology, finance, education, health, culture - arts, representatives of local authorities, internal affairs, intellectuals.
In this structure, attention should be paid to reasonably allocating the number of women, non-Party members, ethnic minorities, young people and self-nominated candidates.
The Resolution also stipulates the combined structure; a candidate for the National Assembly may have more than one combined structure, including:
Delegates are members of the Party Central Committee: about 80 - 90 people (16% - 18%), including 12 - 14 members of the Politburo and members of the Secretariat.
Delegates who are non-Party members: 25-50 delegates (5% - 10%).
Young delegates (under 40 years old): about 50 delegates (10%).
Re-elected delegates: about 160 delegates (32%).
Delegates from ethnic minorities must ensure that at least 18% of the total number of people on the official list of candidates for the National Assembly are ethnic minorities. Attention should be paid to ethnic minorities who have not yet participated in the National Assembly .
Women delegates must ensure that at least 35% of the total number of people on the official list of candidates for the National Assembly are women.
