Worry about not recruiting too early 20%
According to the draft, the Ministry of Education and Training stipulates that training institutions can consider early admission in an appropriate manner. The early admission quota is determined by the school but must not exceed 20% of the quota for each major or group of majors...
MSc. Cu Xuan Tien - Head of Admissions and Student Affairs Department of the University of Economics and Law (Ho Chi Minh City National University) - commented that "requiring the admission combination to include at least three subjects suitable for the training program, including math or literature with an assessment weight of at least 1/3 of the total score" is appropriate. Admission by combination will be suitable for the characteristics and requirements of each major and training program compared to taking the average score of the entire school year of all subjects.
In addition, the maximum early admission quota of 20% in the draft, if understood in the direction of tightening the quota for methods of considering academic records, is not accurate. Because schools also use many other methods for early admission such as capacity assessment tests, thinking assessment, international certificates, etc.
"Therefore, we propose to clearly state the early admission quota for the method of using high school transcript scores at a maximum of 20%. Because if combined, reducing the quota will make the admission scores of the methods using the ability assessment test... skyrocket, affecting students who have planned to review for this test," said Mr. Tien.
According to Dr. Vo Van Tuan - permanent vice principal of Van Lang University, the draft admission regulations have two points that the Ministry of Education and Training has included to tighten early admission. If applied, this point will have a big impact on university admissions, especially non-public schools. The regulation that the early admission quota is no more than 20% of the quota for each major and group of majors is very strict.
According to Mr. Tuan, currently, non-public schools such as Van Lang University have a large number of early admission candidates every year, mainly focusing on considering transcripts. In addition, the regulation requires candidates to use their entire 12th grade academic results for transcript consideration, which means that students will not have their 12th grade academic results until after May 31 every year.
"If we wait until now to receive applications for admission based on transcripts, it is no longer considered early admission for this method. In fact, for the admission based on transcripts, the number of applications received by schools will affect the determination of the admission score.
For example, a school takes 20% of the quota of 10,000 applications, the benchmark score can be over 20 points, with the same ratio but for a school receiving 1,000 applications, it can be 14-15 points. Therefore, in my opinion, the Ministry of Education and Training should allow schools to be more autonomous in considering transcripts, especially not tightening the early admission quota to 20%," Mr. Tuan suggested.

Support for admission based on 6 semester transcripts
MSc. Le Phan Quoc - Deputy Head of Training Department, Ho Chi Minh City University of Education - said that in 2025, the school will eliminate the method of considering high school transcripts for admission.
In previous years, the school considered six semesters because the transcript was the main result of evaluating the student's progress. This process required the student's learning to be stable over three years. If one or two semesters were skipped, the student might study lopsidedly and not care about a certain semester.
"When considering transcripts according to the 2018 General Education Program, evaluation over multiple semesters is even more necessary. Because approaching the program is the formation and development of students' qualities and abilities, which requires a continuous process, and the development of abilities will be demonstrated through each semester," Mr. Quoc emphasized.
MSc. Pham Thai Son - Director of the Admissions and Communications Center, Ho Chi Minh City University of Industry and Trade - also said that the regulation of admission based on high school transcripts must consider grades 10, 11 and 12 is completely consistent with the new general education program.
"Considering three years of study - the entire high school education process - is very important. It shows how candidates study and practice before entering university. Moreover, in reality, in previous years, many schools only considered transcripts from 3-5 semesters, and did not consider the second semester of grade 12, leading to students being negligent in their studies.
Our school plans to consider the academic results of grades 10, 11 and semester 1 of grade 12, but will change the admission method based on high school transcripts according to the regulations of the draft circular," Mr. Son added.
Dr. Nguyen Quoc Anh - Vice Principal of Ho Chi Minh City University of Technology - said that considering transcripts with the results of the second semester of grade 12 has a certain meaning so that students can focus on completing and achieving the best learning results in their final year of high school.
"It is possible that early admission based on academic transcript results should be announced at an appropriate time so that students can rest assured to complete their 12th grade studies. However, if possible, choosing multiple methods of admission based on academic transcripts in different semesters is also a way for students to avoid pressure during the semesters of 12th grade.
In addition, if the admission process requires the results of the second semester of grade 12, should the regulation that early entrance exams (if any) of schools must also be held after the second semester of grade 12?
This will be more consistent in the policy of exams and the admission process must be organized after the end of the second semester of grade 12. At that time, the exam will provide comprehensive general knowledge until the end of grade 12 and students will not be distracted but will focus on studying best" - Dr. Quoc Anh commented.
Great pressure for high school graduation exam
Many experts also believe that the Ministry of Education and Training's measures to rectify early admission are necessary to reduce confusion for candidates, while ensuring the quality of admission and creating fairness for all candidates. However, the Ministry should not tighten early admission, including controlling enrollment quotas, because admission is the autonomy of universities.
"If schools are not allowed to admit more than 20% of their quotas early, candidates will focus on the high school graduation exam, and the competency assessment exams will no longer be of interest. This will put great pressure on the high school graduation exam, while the nature of the exam is to consider graduation," an expert warned.
Difficult to recruit talented candidates
Dr. Nguyen Trung Nhan - Head of Training Department of Ho Chi Minh City University of Industry - said that the policy of reducing the admission quota based on academic records is appropriate. However, the Ministry's regulation that "the number of candidates announced to be admitted must not exceed the early admission quota announced for each major and group of majors" will be very difficult for schools.
"Early admission methods do not only consider academic records. Some early admission methods select talented students (winning excellent student awards at the provincial/municipal level, winning Olympic competitions, etc.), usually students register for admission at many schools. Therefore, with the regulations as in the draft, schools find it difficult to select these candidates.
Besides, converting to a common scale for talented candidates is also very difficult. For example, if a school gives priority to candidates who won provincial-level math prizes, it will mainly be based on the results the candidates achieved from the competition (first, second, third prizes). How will the conversion be?" - Mr. Nhan wondered.
