The industrial promotion program is becoming an important driving force to promote rural industry, creating a foundation for sustainable economic development and regional spread.
At the 19th Conference on Industrial Promotion of Northern Provinces and Cities in 2025 organized by the Ministry of Industry and Trade on the afternoon of October 16, Mr. Nguyen The Hiep, Deputy Director of the Hanoi Department of Industry and Trade, presented a speech with the topic: "Hanoi Industrial Promotion promotes trade promotion programs to boost the consumption of rural industrial goods".

According to Mr. Hiep, over the past decade, the industrial promotion program in localities, including Hanoi , has contributed significantly to promoting and developing traditional craft villages and small-scale handicraft production in communes and wards in Hanoi.
“ In addition to the proud achievements, we cannot deny the remaining limitations. Specifically, the organization of trade promotion activities, connecting raw material sources and consuming rural industrial products is still fragmented, lacking synchronization between localities, the central government and enterprises, ” shared the Deputy Director of the Hanoi Department of Industry and Trade.
At the same time, Mr. Hiep said that many local specialty products, despite their good quality, still face difficulties in accessing large markets due to lack of information, lack of branding and lack of distribution systems. In addition, new consumer trends and the strong development of e-commerce channels also require rapid adaptation.
“ Therefore, to maintain its leading role in the industrial sector, Hanoi as well as other provinces and cities need to clearly identify the urgency of turning trade promotion programs into in-depth, widespread and effective chains of activities, ” said the leader of the Hanoi Department of Industry and Trade.
According to Mr. Hiep, industrial promotion programs in Hanoi are often associated with trade promotion activities such as organizing specialized exhibitions, introducing and selling OCOP products, handicrafts, organizing Hanoi handicraft product forums, gift fairs, exporting handicrafts in Japan, Hong Kong (China), international fairs of home decoration products, educational supplies in Vietnam.
These activities have been contributing to promoting the consumption of rural industrial goods, promoting handicraft products, and enhancing the brand image of Hanoi as a center of creativity, connection and integration of the Red River Delta region and the whole country.
“ The above results are not only reflected in revenue but also contribute to changing the mindset of small production units. Production facilities have begun to understand that production and sales must go hand in hand with brand building and market connection ,” Mr. Hiep stated.

For more information, the leader of the Department of Industry and Trade said that through practice, Hanoi has drawn a number of important lessons, which he would like to share for other provinces and cities to reflect on and apply.
Firstly , the commitment and participation of authorities at all levels: Industrial promotion and trade promotion programs, if only stopping at the specialized departments of commune and ward levels, are not enough. There needs to be synchronization from commune to provincial levels to create a favorable environment, support procedures and create policy incentives at the local level.
Second , mobilize and diversify resources outside the state budget: Promote the role of enterprises, social organizations, and public-private partnerships. When enterprises distribute products through e-commerce, supermarkets, and distribution systems join in, the scale of connection will be expanded...
“ Entering a new phase, when the trend of deep integration into all industries, when e-commerce, digital supply chains, modern logistics pose new requirements, industry must become a connecting driving force. We need to shift from technical and machinery support to market support, commercialization and brand building. The Hanoi Department of Industry and Trade is determined to strongly implement trade promotion programs in the coming time. Specifically, we will expand specialized promotion programs for each industry and product, organize delegations to survey international markets and build an ecosystem connecting production, distribution and consumption, ” Mr. Hiep shared.
Industrial promotion policy - new driving force for merged provinces
Also at the Conference, Mr. Pham Tuan Hai, Deputy Director of Hai Phong Department of Industry and Trade, gave a speech on the topic "Assessing the impact of current industrial promotion policies on rural industrial establishments in the area, especially in the context after the province's merger and implementation of the two-level local government model".
According to Mr. Hai, rural industrial enterprises and production establishments play an important role in promoting technological innovation, improving employment, maintaining social stability and developing the rural economy. On the other hand, these subjects are mostly small and medium-sized enterprises and production establishments, with insufficient and weak production and business resources.

To concretize many policy mechanisms issued and organized for implementation to promote rural industrial development, the Department of Industry and Trade of Hai Phong has advised the City People's Committee to issue: Decision No. 191/QD-UBND dated January 18, 2021 on approving the Industrial Promotion Program of Hai Phong City for the period 2021 - 2025; Decision No. 21/2019/QD-UBND dated June 27, 2019 on promulgating the Regulations on management and use of industrial promotion funds of Hai Phong City...
Regarding the positive impact of industrial promotion policies, the leader of the Hai Phong Department of Industry and Trade said:
Firstly, increasing access to and efficiency in capital use, the two-tier government model can help rural industrial establishments access policies and capital from the provincial level more directly, reducing complicated administrative procedures. Large projects with regional linkages will be easier to approve and implement.
Second, promote regional linkage and development. After the merger, rural industrial establishments have the opportunity to link value chains, creating products typical of the new region instead of simply being products of a small district. Industrial promotion policies can play a catalytic role in this through projects to support the construction of industrial clusters and concentrated raw material areas.
At the Conference, Mr. Hai proposed solutions, accordingly, to maximize the effectiveness of industrial promotion policies in the new context, it is necessary to focus on the following solutions: Strengthen training and capacity building: Organize specialized training courses for commune-level officials on industrial promotion policies, application procedures, and consulting skills for production establishments.
In addition, build an effective coordination mechanism, including establishing inter-sectoral working groups between the Department of Industry and Trade and provincial and commune-level agencies to resolve problems and shorten the time for processing documents.
“ Prioritize resources for disadvantaged areas, develop specific industrial promotion projects, prioritize support for facilities in newly merged localities, and remote areas facing many difficulties to ensure even development ,” Mr. Hai emphasized.
According to the representative of the Hai Phong Department of Industry and Trade, in response to the difficulties of small and medium-sized enterprises and industrial production establishments, the Hai Phong Department of Industry and Trade proposed key solutions: Early implementation of the industrial promotion program right after the 2025 projects are approved; strengthening inspection, supervision and urging the implementation of local industrial promotion projects.
“ Direct the Industrial Promotion Center and related units to develop an industrial promotion plan to ensure progress and quality; promptly remove difficulties, ensure the use of funds for the right purposes and in accordance with regulations. At the same time, innovate and expand propaganda activities, provide timely information on mechanisms, policies and industrial promotion activities to rural industrial establishments. Increase annual support funding, improve the effectiveness and spread of industrial promotion policies and encourage enterprises to invest in production development, ” Mr. Hai stated.
The conference is held annually to review the results of industrial promotion work achieved by localities in the region in 2024 and the first 9 months of 2025. At the same time, it acknowledges the difficulties and obstacles that localities encounter in implementing this task, proposes solutions to complete the 2025 plan and long-term orientation for industrial promotion work in the following years.
