Bringing the Vietnam Border Law to every citizen at the Fatherland's headland

After 5 years of implementing the Project on propaganda and dissemination of the Vietnam Border Law (2021-2025 period), people in the border areas of Tuyen Quang province have been equipped with full and practical knowledge of Border Law. Thanks to that, officers, soldiers and people in the border areas of the Fatherland have increasingly raised their awareness, proactively joined hands to preserve sovereignty and border security, and become the trusted "eyes and ears" of the Party and State. These results have contributed significantly to building the border areas of the province to be increasingly stable and strong.

The national border is always considered the sacred "fence" of the Fatherland. In addition to the steadfast Border Guard soldiers, the consensus and cooperation of the people is an important factor creating the foundation for a strong people's border defense posture. Recognizing the role of the law in border management and protection, from 2021 to 2025, the Border Guard of Tuyen Quang province has proactively advised the Provincial People's Committee to issue many documents directing the implementation of the Project "Organizing specialized training; propagating and disseminating the Vietnam Border Law and detailed regulations".

This is not only an action plan but also an important strategy to bring legal regulations into people's lives, helping people understand their rights, obligations and responsibilities in border management and protection. Mr. Li Mi No, Lao Xa village, Sa Phin commune, shared: "Previously, we only heard propaganda about general policies. Since the Vietnam Border Law was issued, people have better understood their responsibilities in working with the Border Guard to manage and protect the border and landmarks."

Up to now, in the border areas of the province, 17 commune-level propaganda teams with 85 members have been established; 123 teams in villages and hamlets with more than 1,000 members; 17 legal consulting clubs with more than 100 members operating in an orderly and effective manner. In 5 years, the whole province has organized 458 propaganda sessions, attracting more than 90,000 participants; through loudspeakers, billboards, and slogans, attracting more than 80,000 listeners and observers. In addition, more than 150 businesses, tourist establishments and more than 20,000 citizens and foreign tourists have also been propagandized and accessed the basic contents of the Vietnam Border Law.

Major Ly Nhan Duc, Deputy Political Commissar of Ban May Border Post, said: “Through many forms such as 'Border Loudspeaker', 'Legal Bookcase', 'Border Class', etc., officers, soldiers and people have been informed of the basic contents of the Vietnam Border Law. Thanks to that, the people of Ban May commune actively participate in border protection, promptly reporting many cases of law violations to the unit.”

Propaganda work is carried out according to the motto "slow and steady wins the race", choosing forms suitable to the characteristics of the locality and the intellectual level of each target group. Hundreds of training courses have been organized for cadres, party members, armed forces and prestigious people in the community. These people have become the "nucleus" of propaganda, helping to spread the law accurately and effectively.

From awareness to action, many self-management models have been consolidated and promoted such as "Self-management groups for border lines and landmarks", "Self-management clans for security and order". People not only proactively learn about the law but also directly participate in patrolling, clearing the border, protecting landmarks, detecting and promptly reporting violations. The transformation from passive to active is a clear demonstration of the effectiveness of the Project.

Mr. Giang Xin Phu, a prestigious person in Ban May village, shared: “Living in the border area, we always strictly follow the Party’s policies and the State’s laws. When we are informed about the Vietnam Border Law, we are very interested. If we are not clear about anything, we go to the Border Guard station to ask and then tell the people.”

The project also contributes to strengthening the solidarity and close relationship between the Border Guard and the people. The image of the Border Guard soldier is not only associated with the task of protecting sovereignty but is also close to daily life: as a teacher to eradicate illiteracy, a doctor to examine and treat patients, a sponsor of poor students through the programs "Helping children go to school", "Adopted children of Border Guard Station". Those silent contributions help people trust and be more attached to the Border Guard force and the policies of the Party and State.

After 5 years of implementation, the Project on propaganda and dissemination of the Vietnam Border Law in Tuyen Quang province has really gone into depth, creating a clear change in the awareness and actions of people in the border area. The forces and the masses have promoted their role well in protecting territorial sovereignty and maintaining security and order in the area. This is an important foundation for building an increasingly stable and strong border area, contributing to preserving the national border - the sacred "fence" of the Fatherland./.
