During our business trip to Thieu Hoa district, we were led by the leaders of the District Department of Culture, Science and Information to participate in a training course on organizing programs and activities for residents in residential areas. Our first impression was that the participants were all enthusiastic and excited about the activities, such as: how to organize cultural and propaganda activities in the locality; how to establish and organize cultural and artistic clubs; how to stage and build cultural and artistic programs... Ms. Nguyen Thi Nhuan, from Dac Chau 2 village, said: “Participating in the program, I was guided on how to stage and organize a cultural performance, and received direct instruction on each dance and singing movement. I find this activity very practical, helping us maintain and expand cultural and artistic activities in the locality in a professional and effective way.”
Not only in Thieu Hoa district, but also in other localities throughout the province, people participate in training and guidance programs on cultural fields organized by the Center. This is because those working in culture, especially the staff and performers at the Center, recognize that culture and art are indispensable spiritual nourishment for life. The Center has developed many programs, training courses, guidance, and choreography for people in localities such as Ba Thuoc, Nhu Thanh, Ha Trung, Vinh Loc, Muong Lat, etc. At the same time, the Center also organizes training courses under the Project "Cultural and artistic activities serving remote, border, island, and ethnic minority areas in the period 2021-2030" and the Project "Preservation, restoration and promotion of the value of folk songs and dances of Thanh Hoa province in the period of accelerated industrialization and modernization in the period 2021-2030". Through grassroots guidance activities, the Center has promoted the dissemination of information about the role of culture for each individual and the nation; encouraged people to actively participate in local cultural activities and actively teach traditional culture to the younger generation.
Simultaneously, the Center has focused on serving the political, economic, cultural, and social tasks of the province and the country, such as: successfully organizing the 20th Provincial Ethnic Culture Festival and the performance of traditional costumes of ethnic groups in Thanh Hoa province; the Folk Arts Festival - Highland Market for ethnic minorities in Thanh Hoa province... The Center also organized diverse activities such as visual propaganda, mobile information services, photo exhibitions, and mobile film screenings to meet the cultural and artistic needs of the people...
A highlight of the Center's work in bringing culture to the grassroots is its collaboration with local authorities in organizing training sessions and participating in performances, competitions, and festivals both within and outside the province. For example, in 2025, the Center collaborated with Nhu Thanh district to participate in the "Spring Festival Across the Nation" at the Vietnam Ethnic Groups Cultural and Tourism Village. To spread the unique cultural values of the Thai ethnic people in Nhu Thanh district, Center staff and local people practiced, staged, and performed the rituals of the Kin Chieng Booc May festival in an impressive manner. Through active participation in national festivals and competitions, the Center has helped develop and spread the culture of ethnic groups in the province to other localities and ethnic groups, contributing to the celebration and promotion of the beauty of the culture, people, and land of Thanh Hoa province.
According to Nguyen Thi Mai Huong, Director of the Thanh Hoa Tourism and Culture Promotion Center and Film Center: “The Center plays a core role in guiding and organizing activities to build grassroots cultural life; organizing propaganda, cultural, artistic and film activities, preserving and promoting the cultural heritage of ethnic groups in the province. At the same time, it serves as a focal point for providing professional guidance to the system of grassroots cultural institutions, meeting the creative, cultural enjoyment and entertainment needs of the people. Therefore, the Center always develops specific plans and implements them effectively to bring culture to the grassroots. This enriches the spiritual and cultural life of people in rural and mountainous areas and preserves and promotes the cultural values of ethnic groups. From there, it contributes to fulfilling the cultural criteria in the criteria for building new rural areas in localities.”
