Faced with the complicated developments of storm No. 3 (Wipha) which is at risk of causing heavy rain, flash floods and landslides in many areas, the Vietnam Railway Authority has just issued an urgent dispatch requesting units in the industry to proactively respond.
Stop trains, keep watch 24/7 at key locations
Accordingly, the Department requested Vietnam Railway Corporation and maintenance units, including railway and signal information joint stock companies, to urgently inspect and reinforce works, especially at key locations at risk of insecurity when rain and floods occur.
Units need to proactively mobilize materials, equipment and human resources, ready to overcome the consequences caused by floods. During construction, it is necessary to ensure absolute safety for people, machinery and construction items, especially in mountainous areas where flash floods often occur.
The Railway Department also requires strict implementation of patrol and guard regimes at key locations such as bridges, tunnels, weak roads, and areas prone to flooding; protection of signal information works, ensuring smooth communication for safe train operation. Areas at risk of flash floods, landslides, falling rocks, and landslides; steep mountain passes and downstream areas of irrigation dams and reservoirs also need to be closely monitored.
For the transport sector, when a natural disaster occurs, units must promptly adjust train schedules, reduce the number of trips through or stopping in affected areas, and at the same time prepare plans to preserve goods, transport spare supplies, transfer passengers, and fully stock food, drinking water, medicine, medical supplies, etc. in case trains have to stop suddenly due to weather.
Vietnam Railways Corporation has also issued a document requesting member units and enterprises to closely monitor weather forecasts and warnings from specialized agencies; proactively update the Corporation's direction and operations to be ready to deploy incident prevention and response work when unusual situations occur.
Units need to prepare sufficient human resources, materials and spare equipment to promptly repair and overcome damage to railway infrastructure, ensure train safety and maintain transport operations.
Notably, to avoid the impact of the storm, the railway industry has decided to stop running the MR1 international passenger train from Gia Lam station to Nanning (China) tonight (July 21). Passengers who have purchased tickets will be refunded without charge.

Seaport stops receiving goods
In the face of the complex and unpredictable developments of storm No. 3 (storm Wipha), Mr. Bui Nguyen Khoi, Director of Hai Phong Maritime Port Authority, said that up to now, seaports in Hai Phong are carrying out storm prevention work, securing equipment, warehouses, and lowering the height of container yards to ensure safety. Currently, many seaports in the Hai Phong area such as Nam Dinh Vu Port, Greenport, and VIP Greenport have announced that they have temporarily suspended cargo handling activities since 12:00 on July 21.
At Lach Huyen, Tan Cang Hai Phong International Container Port, Hateco Port, and HHIT Port have also temporarily stopped receiving vehicles entering and leaving the port to load goods from 6:00 a.m. on July 21 to ensure safety and security for people, goods, and delivery vehicles.
In Quang Ninh, the Steering Committee for Natural Disaster Prevention and Search and Rescue of the Quang Ninh Maritime Port Authority has issued an urgent dispatch requesting port enterprises to tie down the crane system on the wharf and apply necessary measures to prevent the negative impact of natural disasters on maritime infrastructure, goods, machinery, equipment and means of production.
Quang Ninh Maritime Port Authority also requested captains of ships to stop loading and unloading cargo before 6:00 a.m. on July 21. Ships that dock alongside or dock at the wharf to load cargo must move to a safe area to avoid and take shelter from the storm.
At the same time, captains must maintain the stability of the vessel. Must ensure to maintain communication mode, accurately inform the Maritime Port Authority of the location, status of the vessel, crew and passengers. Regularly check the position of the vessel to prevent anchor breaking or anchor drifting.
Maritime agency organizations are responsible for proactively contacting captains and seaport enterprises to grasp information and support captains with necessary procedures for ships to leave the wharf on time.
The Port Authority also requested the Ship Procedures Department and representatives to request ships to stop cargo handling, move to avoid and take shelter from the storm safely. Closely monitor the implementation of the dispatch plan and dispatch order, ensuring that ships leave the pier and side of the ship on time. Based on the actual situation, adjust the anchoring distance between ships to ensure safety when the storm arrives.
