According to the National Center for Hydro-Meteorological Forecasting , at 7:00 p.m. on July 20, the center of the storm was located at about 21.7 degrees North latitude; 112.2 degrees East longitude, in the northwest sea of the North East Sea, about 480km east of Quang Ninh - Hai Phong . The strongest wind near the center of the storm is level 11 (103-117km/h), gusting to level 14; moving west at a speed of about 20km/h, storm No. 3 is expected to make landfall, directly affecting Ninh Binh province .
Due to the complicated developments, high risk of natural disasters and very strong intensity of storm No. 3, to proactively respond to the storm , to ensure safety , minimize damage to people and property . The Department of Construction of Ninh Binh province announced : Stop operating Ninh Cuong pontoon bridge from 9:00 a.m. on July 21, 2025 until weather conditions stabilize.
Specific traffic diversion plan: Vehicles moving from Nghia Hung commune to Ninh Cuong commune follow provincial road 490C to provincial road 488B or provincial road 487 to National Highway 21 passing Lac Quan bridge (crossing Ninh Co river) to Xuan Truong commune to National Highway 21 to Hai Hau commune to National Highway 37B to Ninh Cuong commune or follow provincial road 490C to Thinh Long bridge (crossing Ninh Co river) on National Highway 21B to Hai Thinh commune and vice versa.
The Department of Construction assigned the specialized departments under the Department and the Ninh Binh Traffic Control Center to direct the operating unit to place remote notice signs at both ends of the pontoon bridge, arrange staff to guide traffic flow for people and vehicles moving in other directions; dismantle the pontoon bridge and store it in a safe place, tie it securely to ensure safety . Organize the installation of the pontoon bridge immediately after the storm has passed and the weather is stable to ensure traffic on National Highway 37B across the Ninh Co River . Request Ninh Binh Newspaper, Radio and Television; People's Committees of Nghia Hung and Ninh Cuong communes and relevant agencies to announce the content of the traffic flow plan to ensure traffic in the above area so that transport units, organizations and individuals know and participate in traffic smoothly and safely.
