On the morning of September 26, the Ho Chi Minh City People's Council Supervision Delegation organized a supervision of the implementation of social housing projects in Ho Chi Minh City in the period of 2016 - 2025 in Thu Duc City.
From 2016 to present, Thu Duc City has 6 completed social housing projects put into use, providing 5,960 apartments. Currently, it is investing in the construction of 2 social housing projects with a total scale of 1,490 apartments and 1 housing project for workers to rent, providing 1,040 apartments.
According to Mr. Nguyen Ky Phung, Vice Chairman of Thu Duc City People's Committee, the locality has planned and is carrying out legal procedures to invest in 22 social housing projects, 1 worker accommodation project and 1 expert housing project.
In addition to the fact that investors have not focused on developing social housing through commercial housing, Mr. Phung said that one of the reasons for the slow implementation of social housing projects is the prolonged completion of project investment procedures, including compensation and site clearance.
Commenting at the monitoring session, Mr. Ha Phuoc Thang, Deputy Head of the Ho Chi Minh City National Assembly Delegation, pointed out that, according to the report, Thu Duc City has 2 social housing projects under completion with a total scale of 1,490 apartments, but the number of registered buyers is less than 100 people.
Therefore, according to Mr. Thang, it is necessary to expand the group of eligible buyers so that more people can access this type of social housing. In addition, Thu Duc City should coordinate with the City Labor Federation and the management boards of industrial parks and export processing zones to share information about social housing projects so that workers and laborers know about them.
Speed up 28 slow-progressing projects
According to the report of Thu Duc City People's Committee, in the period of 2016 - 2025, according to the planning, this locality has 34 social housing projects with a total land area of nearly 56.7 hectares.
Of these, there are 9 social housing projects using 20% of the land fund of commercial housing projects, 14 social housing projects with approved planning but not yet completed legal procedures, 6 worker accommodation projects and 5 independent social housing projects.
In the period 2016-2020, Thu Duc City has 14 social housing projects but only 4 projects have been completed and put into use, providing 4,490 apartments. The remaining projects have not been implemented, are under construction or have been revoked.

According to Ms. Nguyen Thi Le, Chairwoman of the Ho Chi Minh City People's Council, there is a difference in the reported data of total social housing projects and the number of apartments put into use between the reports of the Thu Duc City People's Committee and the Ho Chi Minh City Department of Construction.
Specifically, in the period of 2016 - 2020, Thu Duc City People's Committee said that there were a total of 14 social housing projects in the area, of which 4,490 apartments were completed and put into use.
However, the Ho Chi Minh City Department of Construction said that during this period, Thu Duc City had 36 social housing projects and 4,624 apartments put into use.
In the period of 2021 - 2025, Thu Duc City People's Committee reported that there are 20 social housing projects in the area, including 14 projects approved for planning but not yet completed procedures, and 1,470 apartments put into use.
However, the Ho Chi Minh City Department of Construction reported that during this period, Thu Duc City only had 623 apartments put into use.
In addition, there are 2 projects reported by Thu Duc City but not included in the report of the Department of Construction.
With the above discrepancy in reported data, the Chairman of the Ho Chi Minh City People's Council requested the Thu Duc City People's Committee to urgently coordinate with departments and branches to review all social housing projects in the area. On that basis, complete the supplementary report and send it to the monitoring team before October 10.
In Thu Duc City, there are currently 28 social housing projects that are behind schedule or have not been implemented. Of these, 25 projects are related to legal issues; 2 projects have been suspended, including 1 project that has been revoked and 1 project that is under investigation by the Ho Chi Minh City Police; 1 project has not yet made an investment proposal.
The Ho Chi Minh City People's Council Supervision Delegation requested the Thu Duc City People's Committee to have solutions to support investors of the above 28 social housing projects to speed up progress and meet the social housing needs of policy beneficiaries.
At the same time, request relevant departments and branches to urgently advise and propose to the Ho Chi Minh City People's Committee solutions to difficulties and problems in social housing projects.
