Rushing on construction sites in Hai Phong

With more than a month left until the end of 2025, at construction sites and projects in Hai Phong, workers are working day and night to bring the projects to the finish line on schedule.

In the last days of November, Hai Phong's weather is dry and cool, suitable for construction activities. At the construction site of the road section from Hoa River Bridge to Provincial Road 354, the working atmosphere is urgent. Engineers and workers, along with excavators and road rollers, are diligently paving the road surface. Material trucks line up one after another, the sound of machinery operating continuously creates a bustling atmosphere at the construction site that is entering the final stage.

Mr. Dinh Dac Phuong, Construction Site Manager of Xuan Thanh Development Company Limited, said that by December 15, the unit will complete the project, ahead of the schedule required by the City People's Committee to serve the travel needs of the people. The contractor has coordinated well with the supervision consultant to strictly control the vehicles, material quality, construction techniques, ensuring labor safety and traffic safety in the current day and night construction conditions.

Implementing the direction of comrade Le Ngoc Chau, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee, the construction unit is speeding up the progress to strive to open to traffic the National Highway 37 bypass section through Gia Loc commune connecting Thong Nhat Bridge, National Highway 37 with Ring Road 1 before the Lunar New Year 2026.

Mr. Bui Danh Bien, Director of Phuong Hoang Construction and Trading Joint Stock Company (the project contractor) said that the unit mobilized maximum machinery, equipment, materials and organized construction in "3 shifts, 4 teams". Wherever the locality handed over the site, the contractor immediately began construction. At the construction site, the construction teams were urgently carrying out the items of roadbed filling, base stone spreading, and drainage. By November 20, the value of the project's construction output reached 40% of the plan. The completion of the project will help relieve traffic pressure, opening up development space for Gia Loc commune and neighboring localities.

At the construction sites of the projects of Nguyen Trai Bridge Construction Investment and Urban Redevelopment of the surrounding area; Construction of Ring Road 2 section Tan Vu - Hung Dao - Bui Vien Street, which are two of the city's key traffic projects, the atmosphere is always bustling.

Mr. Nguyen Ba Trang, Director of the Management Board of Package No. 15 (construction of approach bridges, roads and intersections) of Nguyen Trai Bridge, said that the contractor has never faced as many difficulties as this year. Heavy rains, high material prices while the city leaders requested to shorten the construction time of the package from 24 months to 13 months (shortened by 11 months) created great pressure. To ensure the progress requirements, the contractor simultaneously deployed 14 construction teams "through the night, through holidays" on both banks of Ngo Quyen and Thuy Nguyen wards. The construction value of Package No. 15 by the end of November 20 reached 67% of the plan. It is expected that by the end of 2025, about 80% of the work volume will be completed.

In recent times, the leadership and direction of the City Party Committee and People's Committee for transport infrastructure projects and works have been very close, specific, in accordance with the spirit of "6 clear" and created changes, achieving impressive results. In most of the project progress inspections, the city leaders have required construction units and contractors to have creative solutions to speed up progress, compensate for the volume lost due to the impact of weather conditions and high prices of raw materials. All projects and works have reviewed, built progress critical paths and shortened construction time as much as possible.

Specifically, the Nguyen Trai Bridge Project, the bidding packages were shortened from 6 to 11 months; the construction time of the Ring Road 2 section Tan Vu - Hung Dao - Bui Vien Street was shortened by 19 months; the project to build a bridge over the Thai Binh River and the access road belonging to the former Ring Road 1 of Hai Duong City was shortened by about 6 months... compared to the signed contract.

Although working quickly, construction units all determined that the quality of the project must be guaranteed, safety on the construction site, environmental sanitation must be focused on, and not to ignore technical stages and processes, or choose substandard materials to keep up with the schedule.

Mr. Pham Van Huy, Chief Supervisor of the road project from Hoa River Bridge to Provincial Road 354 of Son Hai Joint Stock Company, said that the quality of materials and construction techniques are closely monitored by consultants through checking the origin and certifying the quality of materials; the construction complies with technical and labor safety regulations.

The construction packages for Nguyen Trai Bridge are currently being constructed overnight and during holidays, but ensuring safety for workers is always a top priority. “All workers are fully equipped with protective gear. Before and after shift change, workers will be checked for compliance with safety regulations,” said Han Van Khoa, safety officer at the Institute of Transport Science and Technology.

A series of key projects in the city are being accelerated. This has contributed significantly to making Hai Phong a “bright spot”, the top locality in the country in terms of public investment disbursement in 2025.

By the end of 10 months of 2025, the city had disbursed VND 24,968.2 billion, reaching 71% of the public investment capital plan, an increase of 27.2% over the same period in 2024. With the growth momentum of budget revenue, the capital for city development investment in 2026 is expected to continue to increase. This will certainly create a boost to the flow: increased revenue, correct spending, and effective investment.
