Urgently repair weak points of dikes to serve flood and storm prevention

Thanh Hoa Agricultural Construction and Rural Development Corporation - JSC constructs the left dike of Len River in Yen Son commune (Ha Trung).

To ensure the safety of dyke systems and serve flood and storm prevention and control (PCLB), the Project (DA) to strengthen the dyke system in Thanh Hoa province, phase 2021-2025, has been approved by the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment ) in Decision No. 3249/QD-BNN-PCTT dated August 25, 2022, with the project implementation period from 2022-2025.

The project scale includes an investment length of about 23.5km, including the following routes: right dike of Ma River; left and right dikes of Lach Truong River; left and right dikes of Len River, located in the districts of Hau Loc, Hoang Hoa, Nga Son, Ha Trung and Thanh Hoa City, Sam Son City. The project's goal is to upgrade the dike, handle weak points of the dike on the dike routes, complete the design cross-section according to the planning to meet immediate requirements as well as gradually increase the flood and storm resistance of the dike system, gradually eliminate key weak points of the dike, ensure the flood and storm resistance requirements of the design, combine traffic to contribute to socio -economic development. The investor (Management Board of Thanh Hoa Agricultural and Rural Development Construction Investment Project) has signed a contract with the contractor, implementing construction packages in December 2023.

In early May 2025, we were present at the construction site of the project to strengthen the dike system in Thanh Hoa province, phase 2021-2025. At the left and right dikes of Len River (in Hau Loc, Ha Trung, Nga Son districts), the contractors: Thanh Hoa Agricultural Construction and Rural Development Corporation - JSC, Hoang Tuan Company Limited, Construction and Rural Development Joint Stock Company 10, Huy Hoan Investment, Construction and Trading Joint Stock Company, Truong Tuan Company Limited have been implementing a number of appropriate solutions, prioritizing the mobilization of motor vehicles, officers, engineers, workers, and gathering materials to the construction site to overcome difficulties due to the scarcity of some materials and high material prices, taking advantage of favorable times, organizing the simultaneous construction of works such as: filling the dike cross-section, building wave-breaking walls, grading crushed stone and concrete on the dike surface, etc., so the progress is quite fast, ensuring technical and aesthetic standards. The leaders of the units have paid attention to the lives of engineers and workers participating in the project; organized appropriate working plans to ensure the health of workers working directly at the project site in hot weather conditions. The construction volume of the left and right dykes of the Len River has reached nearly 70% of the total volume to be done.

In general, at the construction site of the following routes: right dike of Ma River; left and right dike of Lach Truong River; left and right dike of Len River,... contractors have been and are synchronously organizing the construction of the works, including filling the dike cross-section, breakwater, gabions to protect the dike toe, crushed stone and concrete dike surface... with a length of 23.5km. The total volume of the entire project that the contractors have implemented is estimated at nearly 68% compared to the plan. During the construction of the project, the Management Board of the Thanh Hoa Agricultural and Rural Development Construction Investment Project has increased the number of officers and engineers to the construction site to direct and supervise the techniques and quality of each project item. Coordinate with functional agencies and contractors to resolve difficulties and problems. Mobilize people to agree, promptly complete site clearance, creating favorable conditions for the construction unit to perform its tasks.

Currently, the investor has been directing units to take advantage of favorable times, prioritize resources to urgently complete the project to renovate and supplement the dike system in Thanh Hoa province, phase 2021-2025. The goal is to strive to basically complete the dike cross-section to ensure flood protection by June 30, 2025, and promptly put the project into flood and storm prevention in 2025. After completion, the project will serve flood prevention, protect residential areas, develop tourism and environmental landscape; develop traffic, create favorable conditions for people to travel, contributing to socio-economic development in the region.
