The Prime Minister issued Decision 14 dated May 29 regulating the structure of retail electricity prices.

Accordingly, retail electricity prices are specified in detail for each group of electricity customers, including: Production, business, administrative and living.
Retail electricity price according to voltage levels: High voltage is the nominal voltage level above 35 kV (including voltage level above 35 kV to below 220 kV and voltage level 220 kV), medium voltage is the nominal voltage level above 01 kV to 35 kV, low voltage is the nominal voltage level up to 01 kV applied to customer groups using electricity for production, business, and administrative purposes.
Retail electricity prices based on time of day electricity use for production and business purposes at voltage levels are applied to eligible electricity customers.
Notably, the retail electricity price for the group of customers using electricity for household purposes includes 5 levels with gradually increasing prices to encourage economical and efficient use of electricity.
Thus, the price of household electricity has been shortened from the current 6 levels to 5 levels. The cheapest level for households using less than 100 kWh instead of the current 50 kWh, and the highest level is from 701 kWh and up.
The electricity price of each step from May 1 is calculated at 90% - 180% of the current average retail electricity price (currently 2,204.0655 VND/kWh (excluding VAT) from May 10, 2025.
Thus, the lowest price (level 1) is about 1,984 VND/kWh and the highest (level 5) is 3,967 VND/kWh, excluding VAT.
Decision 14/2025 takes effect from May 29, 2025, replacing Decision 28/2014 and is applied from the date of adjustment of the average retail electricity price most recently after the effective date of this Decision.
Currently, the current electricity price scale still applies 6 levels, the retail electricity price has just increased from May 10, from 2,103.11 VND/kWh to 2,204.0655 VND/kWh (excluding VAT).
Thus, if following the regulations, periodically after 3 months from the most recent price adjustment, EVN and the Ministry of Industry and Trade will adjust the retail electricity price once, then it is possible that by August 2025, the new electricity price calculation method will officially take effect.
According to the above Decision, poor households still follow the criteria of relevant legal regulations in each period to be supported with electricity bills for living purposes, the monthly support level is equivalent to the electricity bill for using 30 kWh calculated according to the current retail price of level 1 household electricity.
Social policy households according to the criteria prescribed by the Prime Minister (not poor households receiving electricity support according to the above regulations) and whose monthly electricity consumption for domestic purposes does not exceed 50 kWh will be supported with electricity equivalent to the electricity consumption of 30 kWh calculated according to the current retail price of household electricity level 1.
