From May 10, the average retail price of electricity officially increased by 4.8% , to more than 2,204 VND/kWh (excluding VAT), according to Decision No. 599/QD-EVN of Vietnam Electricity Group (EVN).

On the same day, the Ministry of Industry and Trade issued Decision No. 1279/QD-BCT detailing the new retail electricity price list for each customer group (domestic, production, business...) and each usage level.

For households using electricity for daily life, the new price list still maintains the 6-step progressive calculation mechanism, with specific prices as follows (excluding VAT):

  • Level 1 (0–50kWh): 1,758 VND/kWh
  • Level 2 (51–100kWh): 1,816 VND/kWh
  • Level 3 (101–200kWh): 2,110 VND/kWh
  • Level 4 (201–300kWh): 2,657 VND/kWh
  • Level 5 (301–400kWh): VND 2,967/kWh
  • Level 6 (over 400kWh): 3,042 VND/kWh

The specific increase compared to the old price ranges from 4.7% to 4.9% , higher at large consumption levels to encourage economical use.

According to EVN, with the new price list, the amount of electricity each household has to pay will increase depending on the amount of electricity consumed. Specifically:

  • Households using less than 50kWh/month : increase about 4,550 VND/household
  • Households using 51–100kWh : increase about 9,250 VND/household
  • Households using 101–200kWh : increase about 20,150 VND/household
  • Households using 201–300kWh : increase about 33,950 VND/household
  • Households using 301–400kWh : increase about 49,250 VND/household
  • Households using over 400kWh : increase about 65,050 VND/household

Policy beneficiaries such as poor and near-poor households are still supported according to Decision 28/2014/QD-TTg, equivalent to 30 kWh/household/month , so the impact is almost negligible.

For customers outside of daily life:

  • Service business block (574,000 customers): each customer increased by an average of 332,000 VND/month
  • Production block (1.98 million customers): average increase of 677,000 VND/month
  • Administrative and career block (719,000 customers): average increase of 125,000 VND/month

A representative of the Vietnam Association for Consumer Protection stated that in the context of high electricity generation costs due to dependence on expensive thermal power sources, the increase in electricity prices is objective and necessary. EVN also said that although the law allows electricity prices to be adjusted every 3 months, in reality, it has been more than 6 months since the last adjustment in October 2024 (also an increase of 4.8%) that the electricity price was adjusted.
