Building and defending the country is the law of existence and development of the Vietnamese people, a precious tradition of our ancestors in thousands of years of history. Inheriting that tradition, since its inception and throughout the process of leading the Vietnamese revolution, our Party has always applied and developed it into two strategic tasks of the revolution: building and defending the socialist Vietnamese Fatherland, in which defending the Fatherland is an important condition and premise for building and developing the country quickly and sustainably. The Party has led the building and organizing of the People's Armed Forces, directly the People's Army, to be strong as the core in the cause of building and defending the Fatherland, together with the whole Party and the whole people, to establish many glorious feats, defeating all invaders, worthy of being the heroic Army of a heroic nation.

The Party's leadership over the Vietnam People's Army is absolute and direct leadership in all aspects, through a strict and appropriate mechanism and method. Our Party creatively applies Marxism-Leninism and Ho Chi Minh's thought on building a new-style Army, suitable to the specific circumstances and conditions of Vietnam; at the same time, affirms the inevitability of the Party's leadership over the Army, so that the Army becomes the core force for the entire people, successfully carrying out the cause of national liberation. During the period of renovation and national construction, the Army continues to perform well the functions of a combat army, a working army and a labor and production army, playing a core role in building an all-people national defense associated with the people's security posture, building defense zones; proactively advising the Party and the State on military and defense issues, planning strategic guidelines for national defense; assess and forecast the situation correctly, handle situations well, avoid being passive or surprised, especially in the struggle to protect the sovereignty of the sea, islands and the territorial integrity of the Fatherland; carry out well the work of defense diplomacy, contributing to creating a peaceful and stable environment for national construction and development.

In the context of the current complex and unpredictable developments in the world and region; strategic competition between major countries, wars, and armed conflicts tend to increase; domestically, our country's potential, prestige, and position are increasingly enhanced, but hostile forces continue to promote the strategy of "peaceful evolution", promote "self-evolution", "self-transformation", and "depoliticization" of the Army; the task of protecting the Fatherland requires further strengthening the leadership of the Party, the management of the State, promoting the role and responsibility of the entire political system, all levels, sectors, and forces, in which the People's Armed Forces are the core.

The book "Some issues on military guidelines and defense strategies in the cause of building and defending the socialist Fatherland of Vietnam in the new period" has systematized the instructions of General Secretary Nguyen Phu Trong, Secretary of the Central Military Commission, on military guidelines and strategies for defending the Vietnamese Fatherland in the period of promoting the cause of building and defending the socialist Fatherland. The articles, speeches and speeches of the General Secretary and Secretary of the Central Military Commission selected in the book demonstrate the strategic leadership and consistent, consistent ideology of the head of our Party on military guidelines and defense strategies, and orientations for the task of defending the Fatherland in the new period. The articles and speeches are arranged according to each group of issues, each task of the Army, each agency, unit and force, continuing to affirm the principle of the Party's absolute and direct leadership in all aspects over the Vietnam People's Army. The book also demonstrates the development of the Party's thinking on the cause of defending the Fatherland "from early on, from afar", inheriting and developing the tradition of our ancestors "building the country while defending the country"; "defending the country when it is not yet in danger", while having strategies to prevent and eliminate the risks of war and conflict, protecting and maintaining peace, stability and development of the country.

In particular, in the book, the General Secretary and Secretary of the Central Military Commission also emphasized: We must always maintain the absolute and direct leadership role in all aspects of the Party in the cause of defending the Fatherland; build a clean and strong Party and State; constantly consolidate and strengthen the great national unity bloc; heighten revolutionary vigilance, defeat all plots and acts of sabotage and invasion by hostile forces, and not be passive or surprised in any situation; closely combine the two strategic tasks of building and defending the Fatherland; link socio-economic development with consolidating and strengthening national defense, security and foreign affairs; combine national strength with the strength of the times.

The directions of the General Secretary and Secretary of the Central Military Commission on military and defense guidelines and strategies show the smooth combination of the Vietnamese people's tradition of "building the country and defending it" with his rich and vivid practical experience; demonstrating his creative thinking, insight, determination and responsibility, always putting the interests of the nation and the people first and foremost. The leadership and directions of our Party leader contribute to clarifying the development of the Party's theoretical thinking on military guidelines and defense strategies, especially the leadership role and capacity to plan defense guidelines and policies to meet the requirements and tasks in the new period.

Part one of the book: "Building a revolutionary, disciplined, elite, and modern Vietnam People's Army in the new era", based on a serious recognition and assessment of the achievements of the struggle for national independence, building and defending the Fatherland over the past nearly 80 years, the General Secretary affirmed: The leadership of the Party is the decisive factor in the growth, fighting and victory of the Vietnam People's Army in every revolutionary stage. With the care, training and leadership of the Party, our Army always has the nature of the working class, deep national character and people's character, firmly upholds the revolutionary ideal, fighting goals, political mettle, truly a sharp tool of violence, an absolutely loyal and trustworthy political force of the Party, State and people. The General Secretary emphasized: “We must further strengthen the absolute and direct leadership of the Party in all aspects over the Army”, at the same time the Army must “strengthen the close-knit solidarity relationship with the people, do a good job of mass mobilization work in the new situation”; “continue to study, supplement and perfect the Party’s leadership mechanism over the Army” and “focus on building a truly clean and strong Army Party organization in terms of politics, ideology, organization and ethics”.

To build a strong Army in all aspects, we must first improve the quality and effectiveness of Party and political work throughout the Army, and build a politically strong Army. The General Secretary requested: "Continue to pay attention to improving the quality of political work; have many policies and solutions to improve the leadership capacity and fighting strength of Party committees and organizations at all levels". Resolutely fight to defeat the plots and tricks of hostile forces to "depoliticize" the Army...

In the new context with many unpredictable changes, the General Secretary requested the Army to “continue to study and grasp the situation, developments, and changes in all directions and regions, especially key areas; do better in forecasting, strategic advice, early detection, and timely advice to the Party, State, and Central Military Commission to direct timely prevention and effective handling of situations that occur, absolutely not to be passive or surprised”; “complete well the research and propose to the Politburo to issue strategies and projects; especially the Vietnam National Defense Strategy, Vietnam Military Strategy, Strategy for protecting the Fatherland in cyberspace, Strategy for protecting the national border; at the same time, proactively develop programs and plans to thoroughly grasp and implement. These are important contents of strategic significance, contributing to the development and completion of military and defense policies, meeting the requirements of protecting the Fatherland both in the short and long term”.

Part two: "Building a strong, compact, and elite military force that is modern and meets mission requirements in all situations."

The General Secretary has written many important articles and speeches expressing his thoughts and strategic vision to direct the Central Military Commission, the Ministry of National Defense, and all military branches and services in building forces, consolidating the battle position, and carrying out missions.

Part three: The article about "General Secretary Nguyen Phu Trong, Secretary of the Central Military Commission - a person with dialectical thinking and strategic vision in building military guidelines, national defense strategies, and protecting the Socialist Republic of Vietnam" has clarified and deepened the image of the General Secretary, Secretary of the Central Military Commission - "a strategist who created basic and key orientations in the policy of protecting the Socialist Republic of Vietnam in the new era". Strictly and effectively implement the policy of socio-economic development associated with ensuring national defense and security, especially in strategic areas of border, sea and island areas, contributing to building a national defense posture, firmly protecting national sovereignty and territorial borders. The book is a valuable document in both theory and practice, and can be considered a "handbook" for thoroughly understanding military and defense tasks, firmly protecting the socialist Vietnamese Fatherland in the new era.

Therefore, after today's introduction ceremony, the General Department of Politics of the Vietnam People's Army will continue to guide and direct functional agencies and press agencies in the Army in many diverse, practical and appropriate forms to promote propaganda and introduce the content of the book so that each officer and soldier in the Army can better understand the theoretical and practical value of the book, the military and defense guidelines, and the building of the Army; further enhance awareness, spirit and responsibility for the cause of building and defending the Fatherland. To strongly spread and seriously organize the implementation so that the guiding ideology of the General Secretary and Secretary of the Central Military Commission in the book becomes practical actions and results in the cause of building the Army, consolidating national defense and protecting the Fatherland of the country.

For Party committees, Party organizations, and commanders at all levels in the Army, it is necessary to organize activities, study, research, and thoroughly grasp the content of the book; connect it with the practical work of their agencies, units, and localities where they are stationed, thereby applying and supplementing it to the tasks of their units and individuals in a suitable manner.
