At the online webinar event "Tax Q&A and Decree 70/2025/ND-CP with experts" organized by VNPT VinaPhone this afternoon, June 18, many questions were raised by representatives of business households and individuals.

What are the important legal changes that businesses need to pay special attention to? Are electronic invoices generated from cash registers easy to use? What equipment will be required to invest in? What exactly are electronic invoices generated from cash registers? How do they work in the daily sales process?

What legal risks can a business face if it fails to implement electronic invoices from cash registers on time? How does this affect their business and tax obligations?

Responding to these issues, tax policy consultant Hoang Thi Hong Lien, Director of the tax and business consulting department of Nexia STT, said that Decree 70/2025/ND-CP is an effort by the Government to make the operations of economic sectors transparent, remove difficulties and create more favorable conditions for taxpayers in general regarding electronic invoices and documents.

Particularly for business households, the decree provides new compliance regulations related to the mandatory issuance of electronic invoices generated from cash registers connected to electronic data transfer with tax authorities for business households and individual businesses with annual revenue of 1 billion VND or more.

In fact, many households and individuals doing business today use cash registers with functions such as placing orders, calculating money, storing sales transactions and sales data.

But according to Decree 70, those cash registers must have additional functions to connect and send information to the tax authorities. That means, for each sale, the business household must have a corresponding electronic invoice and transmit electronic data to the tax authorities.

In the case of not deploying electronic invoices from cash registers on time, tax policy consultant Hoang Thi Hong Lien said that if business households and individuals do not meet the requirements on information technology infrastructure and solutions, the tax authority will support and notify taxpayers about converting invoices.

In case the taxpayer has been supported and notified by the tax authority about the conversion to apply electronic invoices generated from cash registers, but does not convert, it is determined to be a violation of regulations on invoice use.

According to regulations, the act of not issuing invoices when selling goods or providing services to buyers is subject to a fine of 10 to 20 million VND.

Sharing the concerns of many business households about having to participate in compulsory social insurance after July 1 and completely eliminating the lump-sum tax from 2026, Ms. Lien explained that the nature of the obligation to pay social insurance always goes hand in hand with the social security benefits that business owners need to be protected and enjoy.

The larger goal of eliminating lump-sum taxes is to ensure fair competition in business, transparency in cash flow, quality of goods and services, within the overall goal of digital transformation and national reconstruction.

“A good sign is that many of my friends and partners have changed to comply with the general requirements for invoices, documents, and tax declarations. They have registered for business tax codes, set up cash registers and transparent electronic invoices, and periodically declared taxes based on actual revenue. Large-scale businesses have gradually converted to small and medium-sized enterprises to ensure healthy business and create real value for the community, thereby increasing the reputation of their business brands,” said Ms. Lien.
