
In recent years, Hai Phong has emerged as a bright spot in attracting foreign direct investment (FDI), with a series of large-scale projects in the fields of electronics, mechanics, logistics, etc., but the connection between FDI enterprises and domestic investment enterprises (DDI) has not really developed commensurate with its potential. The gap between these two important economic regions not only exists in terms of technical capacity, but is also the result of a series of systemic barriers, from information, trust to support mechanisms.
The effective connection between DDI enterprises and FDI enterprises in Hai Phong not only brings benefits to each enterprise but also serves as a foundation for building a strong, modern and sustainable domestic supply chain. This is a key factor for the Port City to realize its goal of becoming a regional and international industrial, seaport and logistics center.

Building "Hai Phong Supporting Enterprise Map"
One of the important initiatives to promote the connection between DDI enterprises and FDI enterprises in Hai Phong is the construction of a “Hai Phong Supporting Enterprise Map” in the direction of transparency, digitization and direct connection with FDI enterprises. The goal of this initiative is to create a transparent, convenient and reliable search tool, allowing FDI enterprises to easily access comprehensive information about domestic suppliers, thereby shortening the time to search for partners, improving the efficiency of connection and localization of the supply chain.
The map will be built based on the collection and digitization of detailed data on supporting enterprises operating in the city, including production capacity, business lines, achieved quality standards (ISO, CE, RoHS, etc.), research and development (R&D) capacity, enterprise size and geographical location. On that basis, a friendly online interface will be developed, allowing users to look up information according to specific criteria such as: production sector, product type, technical standards or distance to the industrial park.
The map will also be integrated and directly connected with key users such as Hai Phong Economic Zone Authority (HEZA), the city's Supporting Industry Support Center, industrial parks and especially the FDI business community operating in Hai Phong and neighboring areas.
The implementation of this map is expected to enhance visibility and market access opportunities for DDI enterprises, especially small and medium enterprises (SMEs) with potential but lacking sufficient channels to connect with FDI. At the same time, it helps FDI enterprises shorten the process of searching, evaluating and selecting suppliers, contributing to building a transparent, professional and competitive local supporting industry ecosystem in the context of deep integration. This is not only a connecting tool, but also a foundation for Hai Phong to go further in the process of localizing production and developing an autonomous value chain.

Organizing the annual forum "FDI - Hai Phong SME connecting sustainable development"
A practical and potential solution to promote sustainable connections between FDI enterprises and DDI enterprises in Hai Phong is to organize an annual forum with the theme “FDI – Hai Phong SMEs connect for sustainable development”. This forum is not simply an exchange event, but is designed as a space for direct, periodic and in-depth connections between FDI enterprises, domestic SMEs and technical – financial – technological support organizations.
The forum will be held annually, following a model that combines policy dialogue, business capacity introduction and supporting industry product exhibition. The event will have the participation of large FDI corporations investing in Hai Phong, typical SMEs in the supporting industry sector, along with the participation of financial institutions, research institutes, research and development centers, universities and state management agencies.
The impact of this activity is significant: it helps to increase trust between parties, create conditions for domestic enterprises to access practical cooperation opportunities, shorten the information and technical gap, and at the same time enhance the image and reputation of Vietnamese enterprises in the eyes of international investors. This is an important foundation for forming sustainable supply relationships, thereby making practical contributions to the development of modern supporting industries in Hai Phong.

Issue a separate city resolution on supporting industry development by 2030
One of the fundamental and strategic solutions to promote the development of supporting industries in Hai Phong is the issuance of the city's own resolution on supporting industry development until 2030. The development and implementation of this resolution not only demonstrates the city government's strong commitment to accompanying businesses, but also acts as a long-term policy framework with clear direction and supervision to ensure effectiveness and efficiency in implementation.
The resolution needs to set clear goals for localizing the supply chain and improving the capacity of DDI enterprises, including specific targets such as: localization rate for each key industry (electronics, mechanics, automobiles, etc.), the number of DDI enterprises meeting FDI supply standards, and the number of actual connected orders each year. This is the basis for evaluating the effectiveness and progress of implementation in each phase, avoiding the situation where support programs are just a formality. At the same time, the resolution must also assign specific tasks and KPIs to each department, branch, and industry, ensuring synchronous coordination and ultimate responsibility.
The separate resolution is expected to create a unified management mechanism with clear responsibilities, with monitoring and quantitative assessment tools, thereby shifting the development of supporting industries in Hai Phong from spontaneous to systematic, strategic and practical. This is an important stepping stone for Hai Phong to become a strong supporting industry center of the region and the whole country, playing an important role in the global value chain in the future.
Implementing the above initiatives is not only a strategic action in developing supporting industries in Hai Phong, but also a model that can be replicated in other provinces and cities. When the solutions are accompanied by a clear operating mechanism, with the participation of all three parties (government - association - enterprise), Hai Phong can completely become the leading domestic production and supply "base" in the North, contributing to improving the national industrial capacity.
The economic scale of Hai Phong after merging with Hai Duong is in the "top 3" leading localities in the country with GRDP reaching 658,400 billion VND, population of more than 4,664,000 people, of which the labor force is estimated at 2,600,000 people - creating a large domestic consumer market and outstanding attractiveness for domestic and foreign enterprises.
