Focus on dialogue and clear policy explanations
Compensation and site clearance work is identified as a key "bottleneck" in unlocking development resources. Realizing this, since the beginning of 2025, the People's Committee of Bac Giang city has proactively developed a plan and synchronously implemented a total of 55 projects, focusing on 5 industrial parks and clusters and 18 urban area projects using non-budgetary investment capital. The Bac Giang City Party Committee established a Steering Committee for compensation and site clearance, headed by the Secretary of the City Party Committee with the participation of members of the Standing Committee in charge of the area, ensuring close monitoring, timely direction and removal of arising problems. Leaders of departments, branches and organizations actively propagated and mobilized people, linking the responsibility of local leaders with implementation results.

The Chairman and Vice Chairmen of the City People's Committee directly direct each project, review and report progress daily and weekly. Difficulties are quickly resolved, with issues beyond the authority, the city proactively seeks opinions from provincial departments to ensure compliance with legal regulations. Following the city's working group to clear the project site in Huong Gian ward, we clearly see the closeness in leadership and direction. The project needs to recover more than 6 hectares of land related to about 120 households and individuals. Up to now, the households have basically agreed, but a few families have not yet agreed. In order to speed up the progress, the city leaders have directly dialogued with the households. Suggestions on resettlement area arrangement and unit price compensation on land without land use right certificates have been satisfactorily answered, helping people better understand the regulations.
Thanks to methodical and drastic implementation, in the first 6 months of 2025, the city has reclaimed more than 150 hectares of land in 55 projects, completing site clearance for 10 projects. Notably, key projects such as Yen Lu Industrial Park, Yen Lu expansion, Dong Phuc Industrial Park or Noi Hoang, Song Khe - Noi Hoang industrial clusters have basically completed compensation plans. The inventory declaration of 15 urban area projects with non-budgetary capital is also almost completed, ensuring approval and payment to households before June 30, 2025.
With high determination in site clearance work, the staff of the Center for Land Fund Development and Industrial Clusters of the City have dedicated themselves to their tasks, regardless of holidays or after office hours. Comrade Ong The Trung, Deputy Director of the Center, shared that if they only work during office hours, it is difficult to ensure progress. Therefore, flexible measures have been applied in accordance with the actual situation of each project. For example, at the Dong Phuc Industrial Park project, phase 1, it is necessary to recover 50 hectares of land. According to the normal process, the minimum compensation recovery takes about 3 months. However, thanks to the promotion of propaganda work, many households have submitted applications to receive early compensation. After only 2 months, 45/50 hectares have been cleared, the remaining area is expected to be completed before June 20. This project is also recognized as having a record-breaking site clearance progress in the area, contributing significantly to the overall development of the city.
Take consensus as the root, take concrete action as the motto
Similarly, in Viet Yen town, with the determination to create a breakthrough in site clearance, the town government launched the emulation movement "100 peak days of site clearance for key projects and public investment projects in the area". The campaign focused on implementing 35 projects, with a total area of up to 425 hectares. All levels, sectors, communes and wards actively participated, mobilizing the cooperation of the entire political system and the people, making efforts to remove obstacles and speed up the implementation progress. The town has established a Site Clearance Steering Committee from the town to the commune level, with a clear division of responsibilities, determining the progress and detailed roadmap for each project.

Every day, the Chairman of the Town People's Committee directly discusses and directs the handling of difficulties and problems, requests relevant organizations, individuals and units to report implementation results for synthesis and timely direction. At the same time, the leaders of the Town People's Committee regularly inspect the field, monitor progress, and remove arising obstacles. To date, the locality has completed site clearance of nearly 400/425 hectares, reaching more than 92.19%, creating a premise for implementing projects on schedule.
The Town People's Committee pays special attention to industrial park and cluster projects, urban area projects in the area such as: Investment in construction and business of infrastructure of Song Mai - Nghia Trung Industrial Park; Trung Son - Ninh Son Industrial Cluster; investment in construction and business of infrastructure of Viet Han Industrial Park expansion, etc.
With a determined and synchronous spirit, the participation of the entire political system and the consensus of the people, the launch of the 100-day peak campaign has achieved high efficiency. According to comrade Nguyen Dai Luong, Chairman of the People's Committee of Viet Yen town, the highlight of this campaign is that the authorities at all levels and working groups have closely coordinated, directly going to each residential area and household to propagate, mobilize, and clearly explain policies and laws on site clearance. Many officials have worked day and night, grasping each case of problems to promptly resolve them. The transparency and publicity in the inventory and compensation work, along with reasonable resettlement support policies, have strengthened people's trust. From there, it has created a spread, a strong wave of consensus, many households voluntarily handed over the site, and together with the government, accelerated the progress of projects.
Large projects are being launched one after another, promising to bring a new wave of investment, creating jobs and revenue for the local budget. The campaign not only solves current problems, but also creates a positive precedent in the way of doing things - taking consensus as the root, taking concrete actions as the motto. This is also a strong message that Viet Yen town sends to investors: Viet Yen commits to accompany and create all favorable conditions for businesses to invest with peace of mind and develop sustainably.
