National online conference to train on the operation of two-level local government

BAC GIANG - Implementing the Plan attached to Decision No. 1073/QD-TTg, dated June 3, 2025 of the Prime Minister, on the morning of June 14, Ho Chi Minh National Academy coordinated with the Party Committee of the Central Committee of the Vietnam Fatherland Front and ministries and branches to organize a national conference to train in professional skills related to Party building, state management, organization and operation of the Fatherland Front, and political organizations at the commune level (new).

The conference was broadcast live to 10,035 locations nationwide with more than 1.5 million delegates attending.

Comrade Pham Minh Chinh, Politburo member, Prime Minister attended and directed the conference. Comrade Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council delivered the opening speech.

The conference was also attended by leaders of the Party, State, leaders of departments, ministries, branches, the Vietnam Fatherland Front and central organizations, provinces, cities and key officials at all levels nationwide.

At the Bac Giang province bridge, comrade Nguyen Van Gau, member of the Party Central Committee, Secretary of the Provincial Party Committee chaired. Also attending were comrades: Nguyen Thi Huong, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council; Nguyen Viet Oanh, Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Committee; comrades of the Standing Committee of the Provincial Party Committee, Provincial Party Committee members; leaders of provincial departments, branches, and sectors; committees of the Provincial People's Council, the Fatherland Front and socio-political organizations of the province; heads of provincial mass organizations... In the province, there were 230 online bridges with more than 9,000 delegates attending.

The training conference aims to ensure unified direction from the Politburo, Secretariat, Government, and Prime Minister on the principles of decentralization, delegation of power, and assignment of authority when operating the two-level local government organization model, ensuring the implementation of the motto "Locals do, local authorities decide, local authorities are responsible".

The training content focuses on expertise and skills related to Party building organization, state management, organization and operation of the Fatherland Front, and socio-political organizations at the commune level (new). The program equips cadres and civil servants, especially provincial and commune level cadres and civil servants (new) after the reorganization, with knowledge and skills on basic issues in the operation of local governments at 2 levels. Clarifying the tasks and powers of Party committees, People's Councils, and People's Committees at the provincial and commune levels and clearly defining for localities the reception of tasks, powers, decentralization, and delegation of powers according to each management area.

At the conference, ministries and ministerial-level agencies provided guidance and resolved difficulties and problems, made recommendations and proposed issues from local practices, ensuring unified, continuous, smooth, uninterrupted and effective operations when organizing the two-level local government model.
