Of which, 50 answers did not clearly explain the content of the voters' questions; 90 questions were not resolved in a timely manner; 127 questions had unclear progress in resolution...
Delegate Ho Van Nga also raised a number of recommendations that the departments and branches have not yet responded satisfactorily to, citing the recommendations of households in G4 apartment building, Trung Hoa ward (Cau Giay district), voters in CT6 and 16B Nguyen Thai Hoc apartment buildings (Ha Dong district), or residents of HH Linh Dam apartment building (Hoang Mai) regarding the issuance of land use right certificates, ensuring the rights of people when investors violate...
"The violating investors have had inspection and examination results, but when the investors are not able to implement the inspection conclusions, what will the Department of Natural Resources and Environment do to respond and resolve the voters' petitions?", or "The project to expand and complete Lang Hoa Lac road has been going on for a long time, but the investors still owe the people money for site clearance and temporary residence, when will it be resolved?" - delegate Ho Van Nga asked.
The delegates also requested the Department of Natural Resources and Environment and Finance to pay attention to the voters' petitions regarding the land of the Telecommunications Engineering Company at 404 and 418 Bach Mai Street, Hai Ba Trung District. This is a State-owned company under the City that has violated the law. According to the City's land lease contract until 2006, the company is no longer allowed to lease the land, but up to now the company has not signed a new land lease contract. Up to now, the company's land lease debt has reached 65 billion VND. Voters requested the City to consider reclaiming these land plots to reserve land for school construction in the above area, solving the shortage of schools and classrooms in the area.
The whole city still has 206 projects with violations and planning problems.
Answering the delegate's question, Director of the Department of Natural Resources and Environment Le Thanh Nam said that regarding the project in Trung Hoa ward, the investor's violations were related to wrong population density and conversion of functions.
Up to now, the Department of Natural Resources and Environment has received and resolved all projects in the city related to granting certificates to home buyers with a total of 777 apartment building projects. Of which, 571 housing and apartment buildings are eligible for certificates, and the investors have implemented them correctly; the remaining 206 projects have violations, planning problems or other violations such as not completing legal procedures for converting land use purposes...
Through a synthesis of 206 projects with problems related to construction that is not in accordance with the design, increasing the number of floors, dividing apartments, building against the planning; not fulfilling financial obligations; transferring projects in the form of parent companies to subsidiaries. The Department of Natural Resources and Environment has implemented solutions and reported to the City People's Committee to grant 33,000 apartments in advance, with the construction area in accordance with the planning and other contents; the remaining areas of violations are being handled. Due to some difficulties and problems with regulations, the Department of Natural Resources and Environment has reported to the Government Inspectorate to ask for the Politburo's opinion on how to handle the issue of land use right certificates to the people.
Regarding the project of Expanding and Completing Lang - Hoa Lac Road, the Director of the Department of Natural Resources and Environment actually had some households hand over the land and then the plan was wrong, the Government Inspectorate has reviewed it, the Inspectorate of the Ministry of Natural Resources and Environment also reviewed the implementation process of the investor. The Department of Natural Resources and Environment will have the earliest conclusion on this content to ensure that the investor implements the contents to remove the backlog.
Regarding the voters' petition regarding the land of the Telecommunications Engineering Company, the Director of the Department of Natural Resources and Environment said that this is a difficult and complicated matter, related to the process of implementing the restructuring of State-owned enterprises. The Telecommunications Engineering Company uses about 7,000 square meters of land plots 404 and 418 and has leased them to many organizations and individuals. The inspection conclusion shows that the Department of Finance has requested the company to carry out bankruptcy procedures due to inactivity for many years; the People's Court of Hai Ba Trung District has accepted the dossier.
Clarifying the content related to the Telecommunication Engineering Company, Director of the Department of Finance Nguyen Xuan Luu said that since 2013, the company has been operating inefficiently, at that time in the City's project, the enterprise also proposed bankruptcy. After the review process, the project was approved by 2022. According to the Bankruptcy Law, enterprises wishing to go bankrupt must submit documents to the Court, directly to the Hai Ba Trung District People's Court. In 2022, the Hai Ba Trung District People's Court announced the fee for enterprises to temporarily pay 652 million VND, but the enterprise did not have the money to pay. With the responsibility of managing the capital and assets of the enterprise, the Department of Finance requested the court to allow the enterprise to temporarily pay 250 million VND, and so far the enterprise has paid the above amount.
"Currently, the Hai Ba Trung District People's Court is handling the case, and the Department of Finance is urging the enterprise to complete bankruptcy. The Department of Natural Resources and Environment has invited relevant agencies to a meeting on June 19 to resolve inspection issues. The issue of resolving the obligations of bankrupt enterprises must wait until the court announces the end. We hope that in 2024 it will be resolved completely" - the Director of the Department of Finance informed.
Regarding the voters' proposal to change the land use purpose to build schools, the Director of the Department of Finance said that in the near future, the department will also invite the People's Committee of Hai Ba Trung district together with the Department of Natural Resources and Environment to preside over and unify the resolution of the following groups of contents: handling the matter according to the inspection conclusion of the Department of Natural Resources and Environment; declaring bankruptcy; proposing solutions according to the wishes of voters of Hai Ba Trung district.
