In addition to expanding the review area, the 2024 Ta Quang Buu Award has many new features and changes in the award criteria to help the evaluation process be more fair and accurate.
At the training conference on the awarding of the Ta Quang Buu Award 2024 held on the morning of March 6, Dr. Pham Dinh Nguyen, Director of the Executive Agency of the National Foundation for Science and Technology Development (Nafosted), said that the changes were made according to the provisions of Circular No. 18 of the Ministry of Science and Technology , issued on August 15, 2023.
Accordingly, the award will be held every three years instead of annually as before, and will also include the field of social sciences and humanities, in addition to the field of science, technology and engineering.

Regarding the award structure, there will be a maximum of five main awards, but no more than three in each field, along with three awards for young scientists (under 35 years old). Overall, the number of awards will increase but still ensure quality.
The 2024 Ta Quang Buu Award also has changes in the award criteria. The Council will evaluate nominees through three research projects within seven years, an expansion from the previous regulation of only one project within five years. This is to provide equal opportunities for young and veteran scientists.
Previously, at the meeting on the afternoon of February 23 on the implementation of the evaluation of nomination dossiers, Mr. Nguyen said that during the process of developing the circular, some experts suggested that each industry and interdisciplinary sector should have an award. However, the council did not approve this idea to maintain competitiveness and a comparative perspective between industries. In addition, the 2024 award will keep candidate information confidential and will not require scientists to self-nominate.
"This is a change towards the goal of international integration. Outstanding scientists will not have to ask for funds and management agencies to praise them, but can be discovered and introduced by colleagues and workplaces," he said.

At the conference, Deputy Minister of Science and Technology Tran Hong Thai, Chairman of the Board of Management of Nafosted Fund, said that evaluating nominations in the field of social sciences and humanities may encounter certain difficulties, because there are many different perspectives in this field. However, the organizing committee and the Ministry will respect the decisions of experts and honor deserving individuals.
According to the Deputy Minister, the changes in the regulations are aimed at helping the awards to be better organized and more comprehensive. For example, the Ta Quang Buu Award can be restructured to reduce the requirements for international articles and increase the standards related to domestic scientific journals. In addition, being published in Q1 and Q2 journals is only a necessary condition, the sufficient condition is still the assessment of experts in the council. Therefore, individuals with high H-index are not guaranteed to win the award.
"When evaluating the topics, the council can establish interdisciplinary committees, or propose inviting more outside experts. Scientists in the council will advise the Ministry so that the award regulations in the future will have stronger and more coherent changes. We should not keep thinking that if the previous period was good, there is no need to change the next period," said the Deputy Minister.

The council has received 97 applications, including 76 applications in the field of science, technology and engineering, and 21 applications in the field of social sciences and humanities. From this year, the award council will be able to participate early, have access to nomination documents to obtain information, attend meetings of the industry council to give opinions, but will not be allowed to vote. Despite many changes in the regulations, the Ta Quang Buu Award in 2024 still revolves around the goal of both honoring and encouraging scientists. In addition to selecting outstanding topics, the council will also consider research conducted in difficult and deprived conditions, making efforts to overcome barriers to help Vietnamese science integrate into the world.
Since 2014, the Ta Quang Buu Award has been organized by the Ministry of Science and Technology to honor scientists with outstanding achievements. The award is named after the late Professor Ta Quang Buu - one of the founders of building and developing scientific fields in the country. After 9 years of organization, 18 scientists who are authors of outstanding works and four young scientists have been awarded the award. In 2021, no scientists received the award. In 2022, the Award Council only awarded two main awards and did not award to young scientists.
