30% reduction in vehicle registration fees and charges and shortening the time for issuing and exchanging driver's licenses

Permanent Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 1891/QD-TTg dated September 3 of the Prime Minister approving the plan to reduce and simplify administrative procedures on electronic identification and authentication; immigration management; and ensuring traffic order and safety under the management scope of the Ministry of Public Security in 2025.

For the procedure of issuing a certificate of eligibility to provide electronic authentication services, the processing time has been reduced from 46 days to 31 days. The procedure of changing a certificate of eligibility to provide electronic authentication services has been reduced from 40 days to 27 days. The procedure of reissuing a certificate of eligibility to provide electronic authentication services has been reduced from 3 days to 2 days.

The Prime Minister also approved a reduction in the time for processing procedures for granting driving licenses from 7 working days to 4.5 working days (a reduction of 2.5 working days); a reduction in the time for processing procedures for exchanging driving licenses from 5 working days to 3.5 working days (a reduction of 1.5 working days); and a reduction in the time for processing procedures for re-issuing driving licenses from 5 working days to 3.5 working days (a reduction of 1.5 working days).

At the same time, the Prime Minister also decided to abolish the procedure for re-issuing driving test licenses for driving test centers of type 1, type 2, type 3 in cases where the license is damaged, lost, or the name of the testing center has been changed because when the paper version of the driving test license is damaged or lost, the electronic version will be used; in case of changing the name of the testing center, it will be adjusted in the electronic environment. At the same time, the Prime Minister also approved a 30% reduction in vehicle registration fees according to the fees currently applied in provinces and cities when performing the following procedures: Temporary vehicle registration is performed using the full online public service; temporary vehicle registration is performed using the partial online public service or directly.
