The Law on Fire Prevention, Fire Fighting and Rescue (PCCC-CNCH) No. 55/2024/QH15 and Decree No. 105/2025/ND-CP detailing a number of articles and measures to implement the Law on Fire Prevention and Rescue, effective from July 1, 2025, have added many important regulations. In particular, the requirement to deploy a fire alarm information, warning and communication system to serve the work of PCCC-CNCH is considered a core solution to detect early, transmit information in a timely manner, and improve the effectiveness of responding to the risk of fire and explosion in large cities, especially Ho Chi Minh City.

The fire prevention and fighting information, warning and communication system is a combination of equipment, software and technological solutions that help detect smoke, fire, and abnormal temperatures early; issue on-site warnings, and transmit signals immediately to the fire prevention and fighting command center. The synchronous application in buildings, residential areas, production and business establishments will contribute to handling incidents right from the beginning, minimizing damage caused by fire and explosion.
The scope of application is not only limited to establishments under the management of fire prevention and fighting - rescue such as: enterprises, organizations, agencies, apartments, hotels or commercial centers... but also extended to each household in Ho Chi Minh City (according to the provisions of Clause 5, Article 20 of the Law on Fire Prevention and Fighting - Rescue). The new regulation has clearly defined the responsibilities of both organizations and individuals; on the other hand, it has changed the installation of warning and communication systems from voluntary to mandatory legal requirements for households.
The current fire alarm and communication systems operate on a digital technology platform, with the ability to connect directly to the Command Information Center of the Fire Prevention and Rescue Police Department, Ho Chi Minh City Police. Thanks to that, the fire alarm and communication system brings many outstanding advantages.

Some benefits include: early detection - instant transmission; accurate location of fire; facility owners, building managers or households can check and monitor equipment status regularly, ensuring the system always operates stably; data is stored and updated synchronously, supporting analysis, risk forecasting and improving operational quality.
The system will send out on-site warning signals using sound and light devices or remote warnings via mobile applications and SMS messages, helping people to be aware and promptly evacuate and handle the situation, helping authorities proactively monitor the fire situation and mobilize timely and effective rescue. The system provides directions to the exact location of the incident, helping authorities shorten the response time.
Deploying the system is an important step in fire prevention, in line with the trend of building smart and safe urban areas. This is both a legal obligation and a community responsibility of each organization and individual. Strictly implementing this regulation will help Ho Chi Minh City gradually build a safe and proactive living and working environment, contributing to the development of a civilized and sustainable urban area.
The Fire Prevention and Rescue Police Department, Ho Chi Minh City Police Department recommends that agencies, organizations, businesses and households proactively review existing fire alarm systems, quickly install and connect transmission equipment in accordance with regulations.
