
According to the directive, the Ministry of Construction instructed the Vietnam Road Administration to urgently inspect and review areas at risk of flooding, landslides, and flash floods to develop plans for handling them and organizing traffic diversion from a distance. At locations at risk of deep flooding and strong currents, especially at submerged bridges, ferry terminals, pontoon bridges, and river crossings, it is required to deploy personnel to guard, guide traffic, and provide timely warnings of danger.
In areas where landslides or mudslides cause traffic congestion, road management units must coordinate with local authorities to quickly address the situation, mobilizing maximum manpower and equipment to restore traffic flow as soon as possible.
Regarding railways, the Vietnam Railway Authority and the Vietnam Railway Corporation require units to patrol and guard critical locations such as weak bridges, steep mountain passes, and areas prone to flooding and flash floods; and to develop plans for stopping trains, spacing trains, and transferring passengers when necessary.
The Vietnam Maritime and Inland Waterways Administration has instructed port authorities to require inland waterway vessels to move away from river crossing bridges to safe locations, absolutely preventing vessels from drifting due to floods and colliding with river crossing structures.
The Vietnam Civil Aviation Authority requires airlines to closely monitor weather developments, proactively adjust flight schedules and operating airports accordingly, and ensure absolute flight safety.

* According to information from the Vietnam Road Administration, as of October 28th, many roads in Hue City and Quang Tri Province were affected by landslides, causing traffic congestion. On National Highway 1, the section through Hue City had 6 flooded sections. The Ho Chi Minh Highway (Western branch) had 4 flooded points, but the water has now receded. However, the La Son - Tuy Loan section was blocked by landslides at 2 locations.
Road management units and local authorities are urgently coordinating to address the issue, adding barriers and warning signs, providing traffic diversion guidance, clearing debris, and unclogging drains to ensure safe traffic flow.
