The Ho Chi Minh City People's Committee has issued a set of indicators for evaluating digital transformation, comprising 6 indicators for departments and 8 indicators for wards and communes, to be used in the annual review of emulation titles and awards.

Vice Chairman of the Ho Chi Minh City People's Committee, Nguyen Manh Cuong, has just signed a decision promulgating the Digital Transformation Index (DTI) for Ho Chi Minh City in 2025.

The objective of DTI is to monitor and evaluate the results of digital transformation annually by departments, agencies, ward and commune People's Committees, special zones, and the entire city in the process of implementing the Digital Transformation Program in a substantive, objective, and fair manner.

The target entities for DTI are departments, agencies, People's Committees of wards and communes, special zones, and other organizations that may refer to and use DTI to assess the level of digital transformation of their unit if needed.

Accordingly, the DTI of departments and agencies comprises 6 main indicators (Digital Awareness, Digital Institutions, Digital Infrastructure, Digital Human Resources, Cybersecurity, Digital Transformation Activities), 32 component indicators, and a total score of 100.

Meanwhile, the Digital Transformation Index (DTI) of the People's Committees of wards, communes, and special zones includes 8 main indicators (Digital Awareness, Digital Institutions, Digital Infrastructure, Digital Human Resources, Cybersecurity, Digital Government, Digital Economy , Digital Society), 42 component indicators, and a total score of 100.

In the fourth quarter of each year, the Department of Science and Technology issues guidelines for evaluating and scoring the Data-Integrated Assessment (DTI) at agencies and units. The evaluation council assesses the data, documents, and supporting evidence from the agencies and units and completes the evaluation and ranking within the evaluation year.

The assessment and ranking of cities' digital transformation is conducted annually according to the plan of the Ministry of Science and Technology .

The Department of Science and Technology announces the evaluation and ranking results on the city's Digital Transformation Portal at https://chuyendoiso.hochiminhcity.gov.vn.
