That's when a series of large-scale social housing projects were launched, creating the strongest impetus for supply increase in nearly a decade and providing clearer access opportunities for people.

Supply surges from large-scale projects.
According to the Department of Construction, the city has never had so many social housing projects being implemented simultaneously as it does now. Thousands of apartments are under construction in various locations across the city, contributing to addressing the urgent housing needs of workers, low-income earners, and other policy beneficiaries.
Most notably, the Ecohome Hoa Hiep project (Hai Van ward), invested by Capital House Group, commenced construction in August 2025. The project comprises three towers with 1,851 apartments, including 1,476 social housing units – one of the largest projects in the city in terms of the number of units. Construction is currently at the foundation stage, with contractors working overtime to ensure progress, and is expected to be completed in 2029. Once completed, the project will significantly supplement the housing supply in the northwest area, which has a high concentration of workers and migrant laborers.
In Son Tra ward, the An Trung 2 social housing project (Ngo Quyen street) by the DMC-579 joint venture is also experiencing strong growth. The project comprises 957 units; in the final sales phase at the end of May 2025, 633 units were offered to the market, but the number of registrations far exceeded expectations, forcing the investor to switch to online registration to avoid overload. At the construction site, two buildings over 15 stories high have completed their structural work and are accelerating interior construction.
Meanwhile, the Dai Dia Bao project on Duong Lam Street (Son Tra Ward) is constructing three apartment blocks with a total of 739 units. Block C, comprising 237 units, has been certified by the Department of Construction as eligible for sale starting in November 2025. Construction has currently reached the 5th floor and is committed to completion on schedule.
Not only focusing on ongoing projects, the People's Committee of Da Nang City recently issued Decision No. 2819/QD-UBND on the plan to implement the Prime Minister's "Investment in the construction of at least 1 million social housing units in the period 2021 - 2030". Da Nang aims to complete 28,955 social housing units in the period 2025 - 2030, with a construction rate of 2,600 to 5,700 units per year, the largest scale ever.

According to the Department of Construction, the city plans to implement 43 social housing projects in this phase, covering an area of over 134 hectares and comprising nearly 43,000 apartments, distributed across Son Tra, Thanh Khe, Cam Le, Lien Chieu, Hoa Xuan, Hoa Khanh districts, etc., along with a system of worker housing and student dormitories.
Mr. Nguyen Ha Nam , Director of the Department of Construction, stated: “Da Nang is entering a period of strong development with a rapid urbanization rate. The demand for housing for workers, laborers, and low-income earners is increasing significantly. Between 2025 and 2030, the city must complete nearly 29,000 social housing units. This is both a major task and a humane policy demonstrating the Party and State's concern for the lives of the people.”
The government and businesses are determined to accelerate progress.
To achieve this goal, the city has prioritized social housing projects in the "green channel," requiring a minimum 50% reduction in the time for appraisal, approval, and construction permit procedures. In addition, the role of the investor and contractor is a key factor in ensuring timely completion.
Contractors shared that despite the recent unusual weather patterns, including prolonged periods of rain affecting construction, they have mobilized maximum manpower and equipment, and worked overtime when conditions permit to catch up on the schedule. The units affirmed their utmost efforts to ensure both quality and adherence to the handover commitments with the investor and the overall progress of the city.
These days, at the Ecohome Hoa Hiep project, the contractor is focusing intensely on the foundation and technical infrastructure – a crucial phase of the entire project. The investor is requesting additional manpower, equipment, and continuous overtime to ensure the progress of the three towers.
Regarding the An Trung 2 project, Ms. Nguyen Thi Chi, General Director of Duc Manh Joint Stock Company (DMC), commented: “The overwhelming number of applications during the recent sales launch is clear evidence of the market's actual demand. This motivates us to accelerate progress. The investor and contractor regularly hold coordination meetings and handle any issues arising on-site to avoid delays. We are committed to handing over the houses on time.”
At the Dai Dia Bao project, the contractor for block C is implementing a simultaneous construction method, supplementing manpower and machinery, striving to complete the main structure early and quickly deploy subsequent items.
“The Department of Construction is also finalizing the registration and application review process in a way that applies technology, avoids overload, and ensures transparency. The city aims to build a transparent and fair system so that all eligible individuals have the opportunity to access social housing,” said Mr. Nguyen Ha Nam.

Opportunities for access to housing are becoming increasingly apparent.
The surge in housing supply is raising hopes for stable housing for thousands of low-income earners. Ms. Nguyen Thi Thu Ha (from Ha Tinh province, a worker at Hoa Khanh Industrial Park) expressed: “My family has been renting for many years in cramped conditions. Previously, applying for housing was difficult because there were so few available units. Now that many projects are underway, I am very happy and hope that the constructions will be completed soon so that we have the opportunity to buy a house.”
Meanwhile, Mr. Tran Van Thanh, a worker at Hoa Cam Industrial Park, confided: "Every month, my wife and I spend most of our income on rent. If we could buy social housing at an affordable price, life would be less stressful. Hopefully, the projects will be completed on time so that workers can soon have stable housing."
The significant changes in the social housing market demonstrate that the collaboration of the government, the efforts of businesses, and the expectations of the people are converging to address one of the most pressing social issues in urban areas: housing for low-income earners. Increased supply, more transparent procedures, and closely monitored progress are opening up real opportunities for thousands of households.
Given the immense demand, the goal of completing nearly 29,000 social housing units between 2025 and 2030 is not just a planned figure, but a commitment by the city towards inclusive development, with its people at the center.
