In a question sent to the Government's Electronic Information Portal, Ms. Do Thanh Thuy ( Hanoi ) asked: She is a salaried accounting employee and is eligible to purchase social housing in a project according to regulations. The project was expected to accept applications from October. However, in September 2025, her husband transferred to another unit, and his former unit refused to sign the income verification for him.
Ms. Thuy asked, in this case, what steps does she need to take to have her husband's former employer verify his 12-month salary statement and confirm that he is eligible to purchase social housing?
Regarding this matter, the Department of Housing and Real Estate Market Management, Ministry of Construction , provides the following response:
Clause 2 of Article 1 of Decree No. 261/2025/ND-CP stipulates:
"...b) In cases where the applicant is married according to the law, the applicant and their spouse must have a combined average monthly income of no more than 40 million VND, based on the wage and salary table certified by the agency, unit, or enterprise where the applicant works."
c) The period for determining income eligibility as stipulated in points a and b of this clause is within 12 consecutive months, calculated from the time the competent authority makes the confirmation."
Therefore, the verification of income for eligibility to purchase or rent-to-own social housing is provided by the agency, unit, or enterprise where the individual works.
