
The National Housing Fund model has been effectively implemented in many countries. An increased supply of housing will help reduce pressure on the market. Instead of waiting for new housing to be built, experts suggest that the National Housing Fund could explore utilizing existing, unused housing units.
In Hanoi and Ho Chi Minh City, thousands of resettlement apartments have been built but remain vacant, resulting in significant waste. Some experts suggest that, with the establishment of a National Housing Fund, consideration could be given to converting these resettlement apartments into rental housing, transferring them to the housing fund. This would both prevent the loss of public assets and meet the housing needs of low-income residents.
In addition, social housing projects in some localities that have not yet sold out are also being proposed to be converted into long-term rental housing funds.
Here are some immediate solutions to add apartments to the National Housing Fund. Once people have a stable rental income, they will no longer feel compelled to buy a house in the city. This could lead to a decrease in housing prices. According to research, with current housing prices, an average-income family would need to save for 27 years to be able to afford a house in major cities.
Mr. Bui Quang Hiep from Hanoi shared: "Real estate prices are very high now, and it's very difficult for workers who rely solely on their salaries and average incomes to buy a house. I think the National Housing Fund will help people stabilize their lives."
Regarding the construction of new apartments for the National Housing Fund, businesses believe that a clear mechanism is needed, with incentives similar to those currently offered for social housing construction. However, the fund must ensure that there are buyers and that tenants register immediately, avoiding the situation where houses are built but remain unused.
Mr. Nguyen Van Dinh, Chairman of the Vietnam Real Estate Brokers Association, said: "This is a segment that the State has neglected for too long and is allowing the market to develop spontaneously. Therefore, if the State focuses on developing this type of rental housing, I believe the housing market for the people, especially those eligible for social welfare programs, will be more effective."
According to experts, the National Housing Fund is the "first building block" for the systematic development of rental housing. If successfully implemented, this would also be a solution to reduce the cramped, unsafe rental housing currently scattered throughout many major cities. Meanwhile, people would be able to live stably and long-term in more spacious apartments at affordable rental prices.
