
With Resolution No. 05/2025/NQ-CP on piloting the cryptocurrency market and the new Law on Digital Technology Industry recently passed by the National Assembly, establishing a 5-year pilot legal framework, this marks the first time that the provision of services and transactions of cryptocurrency assets have been recognized as legal under the strict supervision of the Ministry of Finance .

Alongside the pilot mechanism, the Law on Digital Technology Industry was passed by the National Assembly in mid-year and officially came into effect on January 1, 2026; in which the Law recognizes digital assets as a type of property right as stipulated in the Civil Code.

Simultaneously, Blockchain officially became a national strategic technology according to Decision No. 1131/QD-TTg, serving as a crucial technological platform ensuring transparency, security, and reliability for digital transactions, as well as supply chain management and intellectual property protection.
In the context of Ho Chi Minh City actively implementing policies to support businesses in the digital transformation process, focusing on technological solutions such as Blockchain and AI, HCA has become an essential bridge between the business community and state management agencies.
Over the past period, HBA has implemented a comprehensive series of activities, using policy consultation as the foundation for guiding the development of the Blockchain industry in Vietnam. Through programs such as "Digital Economy , Digital Transformation in Ho Chi Minh City: Policies and Actions Seen from Resolution 57-NQ/TW", "Digital Transformation in Ho Chi Minh City in the Context of Mergers"... these forums provide a platform for experts, policymakers, and businesses to discuss opportunities and challenges in implementing digital economy policies and applying new technologies.

In particular, at a time when regulations governing digital assets were beginning to take shape, HBA collaborated with media agencies to organize the program: "Completing the Legal Framework for the Cryptocurrency Market," which delved into the legal framework, provided compliance guidance, helped blockchain projects in Vietnam standardize processes, and resolved obstacles for members and the community.
HBA organized the large-scale event "Ho Chi Minh City Technology Festival 2025 - Conviction 2025". This is considered a "gathering point" of the global blockchain ecosystem, bringing together a series of startups, international investment funds, and leading industry experts.
Conviction 2025 is a highly specialized technology knowledge forum focusing on two key technologies in the National Strategic Technology List: Blockchain and Artificial Intelligence (AI). One of the key highlights of the event is a series of panel discussions on the legal framework for digital assets, featuring representatives from Dragon Capital, Do Ventures, RMIT University, and international experts from Chainalys, Galaxy Trading, Hashkey, and Lydian Labs.
Recently, Vice Chairman of the Ho Chi Minh City People's Committee Tran Thi Dieu Thuy proposed that the Ho Chi Minh City Department of Culture and Sports, the Ho Chi Minh City Department of Science and Technology, and other relevant agencies coordinate with the Ho Chi Minh City Communication and Electronics Association to implement the Ho Chi Minh City Technology Festival 2026 – Conviction 2026. Accordingly, the Department of Culture and Sports will take the lead, coordinating with the Department of Science and Technology, the Ho Chi Minh City Communication and Electronics Association, and the Ho Chi Minh City Blockchain Chapter to research the content and propose a suitable program, ensuring scale, significance, and alignment with the goals of science and technology development, especially in the Blockchain field, in Ho Chi Minh City.
Accompanying the event are programs designed to nurture talent and encourage the development of the younger generation, including seminars with students at universities as part of the Unitour series of activities. Conviction 2025 also features a scholarship program sponsored by the Ninety Eight ecosystem. With a total value of up to 1 billion VND per year, the Ninety Eight scholarship provides financial support and opportunities for students to access in-depth training programs and internships at leading technology companies.

Also within the framework of the event, the Communications and Electronics Association and HBA organized the awards ceremony for the "First NFT Application Art Contest in Vietnam" titled "The City Rises". The contest provided a platform for artists to unleash their creativity and express their perspectives on the innovation and future of Ho Chi Minh City in the era of growth.

Following its successful activities in 2025, HBA aims to widely disseminate blockchain knowledge and expand its membership. The focus of its professional activities is the publication of a Blockchain Application Handbook, providing fundamental knowledge about blockchain technology. To effectively disseminate this content, HBA plans to implement a Student Hub model at universities in the city. This strategy aims to equip students with a standard technological mindset and prepare a high-quality workforce for the blockchain market in Vietnam.
Besides technology startups, HBA connects with traditional financial businesses that need digital transformation, aiming to create a membership ecosystem that blends management experience and technological capabilities. HBA aims to bring together a community of members ready to contribute infrastructure and practical solutions to Ho Chi Minh City's digital financial ecosystem, and ready to contribute to the International Finance Corporation (IFC)... these are major activities in 2026.
