Director of Tien Giang Electricity Company Le Huu Duc: Efforts to ensure continuous, safe and stable electricity supply

Assessing the electricity supply situation in the country in general and Tien Giang province in particular, especially during the current hot weather, Mr. Le Huu Duc, Director of Tien Giang Electricity Company said:

In the last months of 2023, the Government , ministries, branches, the People's Committee of Tien Giang province, and the Department of Industry and Trade issued many documents directing the focus on drastic and effective implementation of solutions to ensure electricity supply in 2024 and the following years. At the same time, Vietnam Electricity Group and the Southern Power Corporation have resolutely directed the preparation of electricity supply plans, operation plans for 2024, as well as plans for maintenance and repair of the power grid. Accordingly, Tien Giang Power Company has prepared implementation plans and has been approved by the People's Committee of Tien Giang province in Official Dispatch No. 8633/UBND-KT dated December 29, 2023. This is the basis for Tien Giang Power Company to proactively deploy tasks to ensure stable electricity supply for customers in the province.

With good preparation, the electricity supply in the first months of 2024 was stable and ensured for the socio-economic needs of the whole country in general and Tien Giang province in particular. However, the demand for electricity tends to increase, combined with the heat coming earlier than the annual cycle. Specifically, in the first 2 months of 2024, the output in Tien Giang province reached 635.5 million kWh, an increase of 17.3% over the same period in 2023 (540.3 million kWh). In particular, the load increased locally in some milling areas in Cai Be district, Cai Lay district (increased by over 10%) and Long Giang Industrial Park (increased by over 32%).

* Reporter (PV): What are the current difficulties in electricity supply, sir?

* Mr. Le Huu Duc: In recent days, the prolonged hot weather has caused a very high increase in electricity consumption, combined with the recovery of production facilities and increased operations, causing many power lines and transformer stations to operate at full load and in some cases, local grid overload; leading to the risk of unstable grid operation and possibly causing incidents that interrupt power supply. In some areas, it is necessary to shift loads so that the power system can operate safely.

Southern Power Corporation directed Tien Giang Power Company to implement the Demand Side Management (DSM) program, which includes load shifting and power saving, non-commercial load adjustment (DR) for customers with electricity consumption of 1 million kWh/year or more when the grid loses supply and demand to ensure the safe operation of the power system. However, to do this, it requires the coordination, sharing and cooperation of customers accompanying Tien Giang Power Company.

* Reporter: So, what solutions will Tien Giang Electricity industry have in supplying electricity in the coming time?

* Mr. Le Huu Duc: Seriously implementing Directive No. 20/CT-TTg dated June 8, 2023 of the Prime Minister on enhancing electricity saving in the period of 2023 - 2025 and the following years; Circular No. 34/2011/TT-BCT dated September 7, 2011 of the Ministry of Industry and Trade on Regulations on making and implementing electricity supply plans when the national power system lacks power; Plan No. 262/KH-UBND dated July 19, 2023 of the People's Committee of Tien Giang province on implementing electricity saving in the period of 2023 - 2025 and the following years, Tien Giang Electricity Company has implemented the signing of agreements as follows: Signing agreements on commitment to save electricity with 19,178 customers in the group of customers of administrative agencies, production, public lighting, and trade services; Sign an agreement with a large customer with their own transformer station, recording electricity from 2 phases or more (consumption output from 50,000 kWh/month or more) to reduce capacity and output when there is an imbalance between supply and demand in the national power system.

Accordingly, Tien Giang Electricity Industry has worked and signed agreements with 613/613 customers. Of which: Total capacity signed agreement level 1 (10% output - 50% capacity) with about 113.12 MW corresponding to output of 568.66 MWh/day; total capacity signed agreement level 2 (15% output - 70% capacity) with about 159.15 MW, corresponding to output of 754.41 MWh/day.

In addition, Tien Giang Electricity Industry has also signed a non-commercial voluntary load adjustment agreement (DR) with industrial production customers with annual consumption of 1 million kWh or more according to Circular No. 23/2017/TT-BCT dated November 16, 2017 of the Ministry of Industry and Trade on Regulations on the content and procedures for implementing electricity load adjustment programs. Accordingly, Tien Giang Electricity Company has signed agreements with 238 customers participating in the non-commercial load adjustment program to ensure the safe operation of the power system; in particular, there is interest and participation from large industrial parks and clusters in the area such as: Long Giang Industrial Park, My Tho Industrial Park, Tan Huong Industrial Park; Industrial clusters: Trung An, Tan My Chanh, Gia Thuan, An Thanh... in ensuring electricity supply.

Based on the load forecast chart for April, May, June, July 2024 of the Southern Power Corporation (including rooftop solar power) and the forecast of the National Power System Dispatch Center, the peak load time of the National Power System is forecast to fall in April, May, June, July 2024 to prepare a response plan if the situation occurs as forecast, Tien Giang Power Company has signed an agreement with 258 industrial production customers with a consumption output of over 1 million kWh/year to participate in shifting capacity from 5% to 10% of the peak capacity of customers in the time frame from 14 - 16 hours daily to other time frames (avoiding the time frames from 9:30 - 11:30, 17 - 22 hours to avoid high price time frames for the convenience of customers) every day in the months of April, May, June, 7/2024.

Tien Giang Electricity Company has organized the implementation of Plan No. 262/KH-UBND dated July 19, 2023 of Tien Giang Provincial People's Committee on implementing electricity saving in the period of 2023 - 2025 and the following years in Tien Giang province, Plan No. 301/KH-SCT dated February 5, 2024 of Tien Giang Provincial Department of Industry and Trade on implementing electricity saving in 2024 in Tien Giang province to achieve 80 million kWh, equivalent to 2.1% of the province's total electricity consumption. In addition, Tien Giang Electricity Company has and will continue to coordinate with local newspapers, radio stations, and press agencies to publish news and propaganda articles on electricity saving, load shifting, and integrate content into the "Electricity and Life" column published monthly on Tien Giang Radio and Television, combining electricity saving propaganda on the radio stations of wards and communes.

In addition, Tien Giang Power Company will increase human resources and material resources to maintain and repair the power grid in all situations, ensuring continuous, safe and stable power supply during the hot season and in the coming time; focus all resources on completing on schedule the power grid renovation and upgrade projects, especially projects to prevent power grid overload, and put it into operation soon; increase human resources, backup equipment and be on duty 24/24 hours to quickly fix problems to ensure power supply for customers; at the same time, Tien Giang Power Company also has a backup power supply plan for important events. However, at some times, it may be unavoidable to interrupt or reduce power supply to customers. Therefore, Tien Giang Power Company hopes to receive the sharing and companionship of customers in the current difficulties in power supply.
