Therefore, the recent directive from the Ho Chi Minh City Party Committee, requesting that wards, communes, and special zones in the city refrain from organizing cultural performances and accepting congratulatory flowers for the congress, has received much support. Similarly, the Nghe An Provincial Party Committee also issued a directive prohibiting welcoming cultural performances and stopping the purchase of gifts for delegates attending the congress. These actions did not diminish the enthusiasm of the congress; on the contrary, they demonstrated practical solidarity with people in flood-affected areas who are suffering heavy losses due to landslides and flash floods.
If considered individually, saving on flower arrangements, a few souvenirs, or some banners might seem insignificant. But when multiplied across thousands of localities and units nationwide, the amount saved is enormous. If these resources were redirected to essential projects such as building rural roads, supporting disadvantaged families, or constructing charitable houses, they would yield far more lasting and practical value.
Many party members also frankly suggested that the core values of the congress should be reflected in the spirit of innovation and democracy in personnel work; meticulous preparation of documents; and the way of listening to and incorporating opinions from the grassroots. The congress may lack singing and dancing, but it cannot lack the spirit of innovation, especially the deep connection between party members and the people. From this, many localities have been flexible and creative in creating a vibrant atmosphere for the congress.
In some places, forums are organized for Party committees to directly listen to the opinions of the people; in others, the targets, tasks, and major projects for the new term are publicly announced to create consensus from the outset. In other places, instead of allocating budget to superficial decorations, Party organizations create highlights through numerous public works projects and practical activities to care for the lives of the people. This could be the commencement of upgrading an alleyway, the inauguration of a school, or the implementation of an administrative reform model...
These actions have made the people feel more clearly their central role in all the Party's policies and decisions.
Ho Chi Minh City is currently a model for organizing practical and modern congresses. The city has launched a campaign of "100 days of streamlined, efficient, and effective operations" to celebrate the Party Congresses at all levels, leading up to the First Ho Chi Minh City Party Congress. Many wards, communes, and special zones have implemented a series of public works projects such as repairing schools, upgrading alleyways, and launching administrative reform models to serve the people. Without banners or slogans, these concrete projects are the practical actions that demonstrate a congress that is unpretentious and imbued with a spirit of service.
When cadres and Party members practice frugality even during the most important events of the Party, it is a practical action demonstrating exemplary conduct. The policies of Ho Chi Minh City, Nghe An, and many other provinces and cities have sent a clear message: the Party Congress is a milestone, affirming that a new term begins with practical actions that have lasting value. These persuasive and creative approaches demonstrate that, simply by clearly showing the spirit of serving the people and the nation, the congress there is solemn enough and inspiring enough to begin a term of innovation, construction, and development.
