After 1 year of implementing many synchronous solutions, Chau Thanh district currently has 622 poor households, accounting for 1.54% (280 poor Khmer households, accounting for 2.12% of the total number of Khmer households); 1,181 near-poor households, accounting for 2.93%.
This is a commendable result of the entire political system, especially the work of sustainable poverty reduction. Before, during and after Chau Thanh district achieved the new rural district standard in 2020 (according to Decision No. 310/QD-TTg, dated March 4, 2022 of the Prime Minister on recognizing Chau Thanh district, Tra Vinh province to achieve new rural standards in 2020); with the motto: New rural development is a regular and continuous task, with a starting point but no end point, so in 2023, the district focused on effective poverty reduction.

Pursuant to Decision No. 861/QD-TTg dated June 4, 2021 of the Prime Minister on "approving the list of communes in Region III, Region II, Region I of ethnic minorities and mountainous areas in the period 2021 - 2025", Chau Thanh district has 10/14 communes and towns in this category, including the communes: My Chanh, Da Loc, Song Loc, Luong Hoa, Luong Hoa A, Nguyet Hoa, Hoa Thuan, Hoa Loi and Phuoc Hao and Chau Thanh town.
In 2023, to reduce the poverty rate according to Decision No. 861/QD-TTg, the district has focused on implementing a series of solutions; focusing on grassroots, remote areas, especially areas with a large Khmer ethnic group (Chau Thanh district has 40,326 households, with about 150,000 people; Khmer ethnic group accounts for more than 33%; in some communes, Khmer ethnic group accounts for more than 60%).
Identifying sustainable poverty reduction as a major policy, with close direction from the District Party Committee, District People's Committee and Resolution of the District Party Committee associated with building an advanced new-style rural district, relevant units, together with localities, focus on implementing many poverty reduction solutions.
According to comrade Lu Khac Hoi, from the beginning of 2023 to now, the district has organized 09 vocational training classes for workers, with 355 students, reaching 128.5% of the plan (plan of 07 classes); coordinated job counseling and job placement for 4,102 workers, reaching 102.94% of the plan. Of which, 170 people went to work abroad for a limited period, reaching 141.6% of the target. Thanks to that, Chau Thanh currently has 88,150/89,652 people of working age, accounting for 98.32%. Of which, 66,369 workers have jobs through training, accounting for 74.03%, reaching 102.11% of the target; Trained workers with diplomas and certificates: 31,214 people, reaching 34.86%, reaching 102.20% of the target.
In order to create favorable conditions and ensure that workers go to work abroad for a limited period, Chau Thanh district has strictly implemented the provisions of Resolution No. 11/2020/NQ-HDND, dated November 9, 2020 of the People's Council of Tra Vinh province, regulating policies to support workers, students in Tra Vinh province to work and study abroad under contracts for the period 2021 - 2025, the district supports 96 subjects, with an amount of 913,174 million VND.
In 2023, the district's branches, unions, and localities in the district coordinated with the District Social Policy Bank Transaction Office to disburse loans to 3,768 households, totaling more than VND 116,442 billion. Of which, preferential loans were provided to 101 poor households, amounting to VND 3,942 billion; 612 near-poor households, amounting to VND 27,188 billion; 54 households that had just escaped poverty, amounting to VND 1,861 billion; 189 cases were students, amounting to VND 12,410 billion; 1,919 households borrowed for clean water and rural environmental sanitation, amounting to VND 30,890 billion; 676 households borrowed for job creation, amounting to VND 24,302 billion; 102 households borrowed for labor export, amounting to VND 9,618 billion; Lending to poor and near-poor households for housing, disbursed to 91 households, amount of 4,115 billion VND; lending to social housing for 02 households, amount of 0,374 billion VND.
At Thanh Tri A hamlet, Da Loc commune, we met Mr. Nguyen Van Ngọt, born in 1981, a farmer's association member, formerly a poor household. Thanks to his diligence in business and support from loans, he has escaped poverty and his life is now stable. Currently, Mr. Ngọt grows nearly 500 pots of marigolds, selling them to people on the occasion of the 15th day of the 10th lunar month. After this crop of flowers, he will plant about 3,000 pots of marigolds, chrysanthemums, etc. to serve the Lunar New Year market. He has been growing flowers for many years; he still has a debt of 40 million VND from the Social Policy Bank, the money he borrowed to invest in growing ornamental flowers and buy 2 cows. According to Mr. Ngọt, each year, he makes a profit of nearly 30 million VND/Tet flower crop.
According to comrade Lu Khac Hoi, implementing the Project on diversifying livelihoods and developing poverty reduction models in 2023, the district was allocated 2,402 billion VND, and has deployed support for developing community production of "fattening cows" and "breeding cows" in 14/14 communes and towns. In addition to the above effective poverty reduction impacts, in 2023, the district always pays attention to policy work and social protection, especially for people with meritorious services; with many sources of capital, the district built 11 gratitude houses, costing 570 million VND; supported the repair of 12 gratitude houses, costing 214.5 million VND. At the same time, the District People's Committee approved monthly subsidies for 1,520 social protection beneficiaries.
With the achieved results, in 2024, Chau Thanh set a number of targets: solving and supporting job referrals for about 3,500 workers to have new jobs, coordinating to send 100 workers to work abroad for a limited period; striving to increase the rate of trained workers with jobs by the end of 2024 to 75.3% or more; having diplomas and certificates to 35.2% or more.
To achieve the set targets, Chau Thanh continues to promote extensive propaganda to all classes of people to raise awareness for the poor, gradually socialize poverty reduction work, gradually change and raise awareness of self-reliance to escape poverty to achieve the targets set in the resolution.
