Supervising the settlement of complaints, denunciations and recommendations of citizens at the Civil Judgment Enforcement Office of An Duong district

(Haiphong.gov.vn) - On the morning of January 5, the Thematic Supervision Delegation of the Standing Committee of the City People's Council, led by Comrade Pham Quoc Ka, Head of the Legal Committee of the City People's Council, worked with the Civil Judgment Enforcement Office of An Duong district on the settlement of complaints, denunciations and petitions of citizens. Also attending were representatives of relevant departments, branches and units.

The Civil Judgment Enforcement Office of An Duong district currently assigns 01 Deputy Head of the Office and 01 Examiner to be the focal point for receiving citizens, handling complaints, denunciations, recommendations and reflections. In the past time, the Civil Judgment Enforcement Office of the district has achieved important results, contributing positively to maintaining stability, effectively serving the socio -economic development goals of the district and city; has properly implemented the citizen reception process; has not allowed complaints and denunciations to go beyond the level, or to be prolonged; citizen reception has contributed positively to the work results of the agency, ensuring the legitimate and legal rights and interests of organizations and individuals; has not caused public outrage; has contributed significantly to the prevention of violations, corruption and negativity.

Citizens come to the agency mainly to carry out procedures to request execution of judgments, confirm execution results, exercise rights and obligations to execute judgments; petitions sent to the agency are mainly requests to prolong execution of judgments due to the good quality of mass mobilization work in civil judgment execution, so there are no cases of direct complaints, denunciations, and recommendations that are subject to handling under the provisions of the Law on Citizen Reception, the Law on Complaints, and the Law on Denunciations.

At the meeting, the Civil Judgment Enforcement Office of An Duong district requested the Ministry of Justice to provide funding for citizen reception work, ensuring facilities, equipment, and treatment for those working in citizen reception in line with current development trends. It is requested that the city pay attention to civil servants of the Civil Judgment Enforcement agency in general, civil servants working in citizen reception in the civil judgment enforcement system in particular, especially having a specific support mechanism; it is requested that the Departments, branches, and districts build an interconnected axis for citizen reception work...

Through monitoring records, listening to reports and opinions, the Supervisory Delegation noted that in general, the work of receiving citizens, handling complaints, denunciations and recommendations of citizens at the Civil Judgment Enforcement Office of An Duong district in the past time has been focused on, with many innovations, ensuring compliance with regulations of the Party, State, industry, locality, internal rules and regulations of the agency. The Supervisory Delegation also pointed out some shortcomings of the unit such as the citizen reception room is still simple, the facilities serving the citizen reception work are not yet modern, not keeping up with the development and importance of the citizen reception work; the reception, classification and handling of petitions and letters are sometimes confusing.

The monitoring delegation requested the Civil Judgment Enforcement Office of An Duong district to absorb the opinions of the delegation to supplement and complete the contents of the report; clearly assess the causes and solutions to overcome difficulties and obstacles; continue to perform well the work of receiving citizens, resolving complaints, denunciations and recommendations, especially enhancing the responsibility of leaders in receiving citizens, contributing to ensuring political security, social order and safety in the area...
