On the morning of April 26, the 3135th Supervisory Delegation of the Provincial Party Committee Standing Committee, led by Comrade Pham Thi Thanh Thuy, Member of the Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Commission, Chairwoman of the Provincial Fatherland Front Committee, supervised the leadership and direction of the implementation of Decision No. 23-QD/TW dated July 30, 2021 of the Politburo and Decision No. 763-QD/TU dated October 5, 2021 of the Provincial Party Committee Standing Committee on promulgating the Regulation on mass mobilization work in the political system for the Standing Committee of the Thanh Hoa City Party Committee.

The draft report of the 3135 Supervisory Team clearly stated: In recent years, the Standing Committee of the City Party Committee and Party committees at all levels have paid attention to leading, directing and issuing many documents on leadership and direction of mass mobilization work; the government, the Fatherland Front, and organizations have specified the tasks of mass mobilization work in accordance with the political tasks at each level and each sector for implementation. Party committees and authorities from the city to the ward and commune levels maintain and strictly implement the schedule of receiving and dialogue with citizens; the schedule of receiving citizens is announced and publicly posted at headquarters, agencies and notified to wards and communes so that citizens and organizations know.

From 2021 to the end of 2023, the City People's Committee received 1,166 people and 13 large delegations; the Secretary of the City Party Committee had direct dialogues with more than 300 people; organized 20 meetings with 100 citizens. The work of mass mobilization of the local government has been gradually implemented. The content and methods of operation have many innovations. The activities of supervision, social criticism, and giving opinions on Party building and government building are increasingly focused on. The emulation movement "Skilled mass mobilization" and patriotic emulation movements and campaigns have achieved many results, creating positive spillovers in social life, contributing to promoting socio -economic development, ensuring national defense and security, improving and enhancing people's lives and successfully completing the goals and tasks set out in the Resolution of the 21st City Party Congress, term 2020-2025.

Speaking at the conference, Thanh Hoa City Party Secretary Le Anh Xuan supplemented and clarified the responsibilities in leadership, direction, dissemination and implementation of Decision No. 23-QD/TW, Decision No. 763-QD/TU of the Standing Committee of Thanh Hoa City Party Committee; at the same time, he requested the province to strengthen supervision of grassroots government mass mobilization work, focusing on a number of key areas and issues such as internal affairs, site clearance, handling of complaints and denunciations of complicated cases. Supervise exemplary responsibilities, especially the roles and responsibilities of heads of Party committees, authorities, the Vietnam Fatherland Front and mass organizations in mass mobilization work. It is necessary to pay attention to and consider the organization and implementation of tasks of district-level departments, offices and units in the current period in performing their duties and tasks related to streamlining the payroll.
