Assigning focal point to prepare Ring Road 5 Project

The Minister of Construction has just signed a decision assigning a focal point to organize the preparation of the Pre-Feasibility Study Report for the Investment Project to build Ring Road 5 - Hanoi Capital Region.

Accordingly, the Thang Long Project Management Board is assigned to organize the preparation of the Pre-Feasibility Study Report for the Investment Project to build the Ring Road 5 - Hanoi Capital Region. The cost of preparing the Pre-Feasibility Study Report is paid according to the tasks, approved estimates and annual investment preparation capital plan.

The time to prepare the Pre-Feasibility Study Report for the Investment Project to build Ring Road 5 - Hanoi Capital Region is from 2025 to 2026.

The Ministry of Construction requests the Thang Long Project Management Board to perform the functions and tasks of the investor in accordance with the law; proactively work with relevant agencies and units to receive all research results that have been carried out (if any) and make the most of the existing records and documents during the research process, prepare the Project's Pre-Feasibility Study Report; review the investment scope to ensure that it avoids duplication with the completed investment sections that have been assigned for investment research by the Prime Minister .

According to the Road Network Planning for the period 2021 - 2030, with a vision to 2050, Ring Road 5 - Capital Region (code CT 39) has its starting and ending points at Km367+100 Ho Chi Minh Road, Hanoi, with a length of 272 km, not including about 41 km overlapping the Noi Bai - Ha Long, Hanoi - Thai Nguyen, Hanoi - Lao Cai expressways and National Highway 3 and 59.5 km overlapping the Ho Chi Minh Road.

The route passes through Hanoi, Phu Tho, Nam Dinh, Hung Yen, Hai Phong, Bac Ninh, Thai Nguyen.
