Handing over the upgrade of 251 km of Mekong Delta national highway with a capital of 9,297.12 billion VND

The project of 3 National Highways (53, 62, 91B) connecting regions and adapting to climate change in the Mekong Delta uses loans from the World Bank - WB and counterpart funds from the Vietnamese Government.

The Minister of Construction has just signed Decision No. 1052/QD-BXD on assigning the task of investor of the Project of 3 National Highways (53, 62, 91B) connecting regions and adapting to climate change in the Mekong Delta region.

Accordingly, the Ministry of Construction assigned the Vietnam Road Administration to be the investor of the Project of 3 National Highways (53, 62, 91B) connecting regions and adapting to climate change in the Mekong Delta region; the implementation period is the medium term period 2021 - 2025 and the period 2026 - 2030.

The Ministry of Construction requested the Vietnam Road Administration to urgently prepare a Feasibility Study Report and submit it to the Ministry of Construction for approval according to regulations, as a basis for signing a Loan Agreement with the WB.

This unit is responsible for performing the functions and tasks of the investor according to the provisions of law; coordinating with relevant units to carry out procedures for registering public investment capital plans according to the provisions of law; proactively working with relevant agencies and units to receive all available research results (if any) and make the most of them during the implementation of the Project.

Previously, at the end of June 2025, the Prime Minister signed Decision No. 1445/QD-TTg approving the investment policy of the Project of 3 National Highways (53, 62, 91B) connecting regions and adapting to climate change in the Mekong Delta region with the managing agency being the Ministry of Construction; the sponsor is the WB.

Specifically, National Highway 53 will upgrade 41 km of the section passing through Vinh Long province to meet the standards of a grade III plain road, with a design speed of 80 km/h; a 12 m wide roadbed cross-section and an 11 m wide road surface.

National Highway 62 will be upgraded for about 69 km in Tay Ninh province to meet the standards of a grade III plain road, with a design speed of 80 km/h; the cross-section of the roadbed is 12 m wide, the road surface is 11 m wide; the sections that have met the scale will remain the same as the current status and the road surface will be reinforced.

National Highway 91B has an investment length of about 141 km in Can Tho City and Ca Mau Province; the scale of upgrading and renovation meets the standards of a grade III plain road, with a design speed of 80 km/h; the cross-section of the roadbed is 12 m wide, the road surface is 11 m wide; the sections that have met the scale will remain the same as the current status and the road surface will be reinforced.

The total investment capital of the Project is 9,297.12 billion VND, equivalent to 385.66 million USD, of which WB loan capital is 262.22 million USD, counterpart capital is 2,975.75 billion VND, equivalent to 123.44 million USD. The domestic financial mechanism is WB loan capital, counterpart capital will be allocated 100% by the Central Budget.

Once completed, the project will gradually complete the road traffic network connecting the region according to the approved planning scale, contributing to promoting socio-economic development and ensuring national defense and security in the Mekong Delta region.

The project directly improves the efficiency, traffic safety and climate change adaptation of three National Highways (53, 62, 91B) connecting the provinces of Tay Ninh, Vinh Long, Ca Mau and Can Tho city in the Mekong Delta region.
