On August 20, the Hanoi Department of Education and Training held a conference to summarize the 2024-2025 school year and deploy tasks for the 2025-2026 school year.

Speaking at the program, Deputy Minister of Education and Training Pham Ngoc Thuong assessed that the Hanoi Education sector achieved many outstanding results in the past school year and acknowledged that this was thanks to the efforts of the team throughout the process along with the close attention of the leaders of the City People's Committee. In addition, the schools have a team of dedicated and enthusiastic teachers who, in any circumstances, always complete their tasks excellently.
Deputy Minister Thuong said that a few years ago, Hanoi still had a situation where parents had to line up at night to get a number to submit their application for admission to the first grade; the rate of students entering grade 10 of public high schools was low, creating great pressure on the education sector. However, recently, the hot issues have been resolved.
In particular, according to the ranking of the Ministry of Education and Training, Hanoi's 2025 high school graduation exam results ranked second nationwide, after Nghe An with a small difference in scores.
Thereby, the Ministry of Education and Training assessed that the Hanoi education sector effectively implemented the 2018 General Education Program and at the same time had solutions to shorten the educational gap between inner-city and suburban schools, paying attention to supporting schools in disadvantaged areas.

Preparing to enter the new school year 2025-2026, the Deputy Minister of Education and Training suggested that Hanoi must change its management methods when implementing a two-level local government, removing practical difficulties and shortcomings. Continue to care for and look after the teaching staff, and improve facilities to meet students' learning requirements.
Leaders of the Ministry of Education and Training also requested schools to continue to innovate teaching methods, implement the 2018 General Education Program, focus on forming students' qualities and abilities, and attach importance to cultural, physical education, sports, and extracurricular activities.
“Increase the quality of teaching and learning, and minimize the emphasis on scores and achievements. In education or any other field, there must be quantification and scores, but those scores must be real, not just for achievements. Each school and teacher must be imbued with and persistently adhere to this viewpoint,” Mr. Thuong emphasized.
He also shared that when implementing the 2018 General Education Program, many parents wondered how parents could teach their children with such a new program. It was the teachers of the schools who had to do the communication work to help parents understand that the important thing was to encourage and promote the spirit of self-study, so that children could confidently establish themselves and start a career. We have to ask the question, why are there families where the father is a construction worker and the mother is illiterate, but the child still becomes the valedictorian?
Referring to the issue of teachers' income reduction when implementing Circular 29 on management of extra teaching and learning, recalling the story with the principal of a school in Hanoi, Deputy Minister Thuong said: "Income reduction but that does not mean a reduction in teachers' income. Teachers should work for a more substantial, fairer education, and for students."
Leading in quality education
According to Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, last school year, the sector achieved many impressive results in teaching and learning.
The scale of education is growing with 2,954 schools, of which nearly 80% meet national standards and 23 are high-quality schools. The city has increased the reward to hundreds of millions of VND for students and teachers who achieve high results in domestic and international competitions and exams. In particular, from the 2025-2026 school year, primary school students across Hanoi will enjoy a mechanism to support boarding meals.

“The quality of mass education has improved and key education continues to affirm its leading position nationwide with 200 students winning prizes in national competitions for excellent students. 14 students won prizes in international competitions for excellent students, especially 3 medals at the 2025 International Chemistry Olympiad and International Biology Olympiad,” said Mr. Cuong.
Last school year, Hanoi also successfully organized exams, in which the 10th grade entrance exam increased the enrollment quota for public schools. Notably, the rate of Hanoi students graduating from high school in 2025 reached 99.75%, ranking first among provinces and cities in the country.
The Department of Education and Training has also deployed the construction of a GIS digital map application in online enrollment from the 2025-2026 school year, accordingly, students residing near a school will be able to study at that school.
In addition, Hanoi is also a locality that implements educational cooperation with foreign countries, supporting provinces and cities across the country, especially disadvantaged localities such as Dien Bien, Lao Cai, Lai Chau, Tuyen Quang...
In addition, Mr. Cuong also pointed out the current difficulties and shortcomings, such as the quality of staff and teachers between inner-city and suburban schools is still very different; the situation of surplus and shortage of local staff, teachers and employees has not been overcome; the classification of high school students is still limited...
The implementation of the two-level government, apparatus, and staff directly involved in state management of education and training in wards and communes in the city only has 61% of staff with expertise in education and training while the scale of schools, classes, teachers, and students in the city is very large; the enrollment boundaries have also changed. That leads to difficulties in state management and the implementation of education and training activities in the city.
In the 2024-2025 school year, the Hanoi Department of Education and Training was awarded the First Class Labor Medal by the President; and the Hanoi People's Committee presented the Government with the Excellent Emulation Flag.
In the 2025-2026 school year, the Hanoi Department of Education and Training will give gifts to students in the mountainous provinces of Dien Bien, Cao Bang, and Tuyen Quang, including: 8 tons of rice, 80 televisions, computers, 800 school bags, 8,000 warm blankets, 8,000 warm clothes, 16,000 pens and notebooks...
At the ceremony, the Hanoi People's Committee awarded the title of Excellent Emulation Unit in the emulation movement to 7 schools; the City Chairman commended outstanding achievements for students with excellent results in international Olympic competitions and Valedictorians in the 2025 High School Graduation Exam.
