Trade Union vocational education must change to adapt

According to the draft report on the implementation results of Plan No. 473/PA-TLĐ dated May 25, 2020 and the proposed plan to reorganize the vocationaltraining institution system of the Trade Union organization according to Decision No. 73/QD-TTg dated February 10, 2023, the Vietnam General Confederation of Labor has directed the arrangement and organization of a streamlined and streamlined apparatus and in each vocational training institution, continuing to reorganize and promote autonomy according to legal regulations. The result is the organization of a system of vocational training institutions, significantly reducing the number of focal points, and improving the effectiveness of training work.

By June 2024, the Vietnam General Confederation of Labor had basically completed the implementation of the goals and policies of the Party and State on innovation of management mechanisms, financial mechanisms and reorganization of the system of public service units. To date, there are 19 vocational training institutions under the Trade Union system, including 3 colleges; 13 secondary schools; 3 trade union vocational training centers.

However, most schools and centers have not yet had their job position projects approved nor have they been assigned staffing quotas. Therefore, many difficulties have been encountered in the process of implementing regular expenditure tasks. Accordingly, the provincial State Treasury does not disburse funds for the implementation of regular expenditure tasks of schools from the central budget when there is no approved job position project and no decision to assign staffing quotas to schools; affecting the development and implementation of financial autonomy plans; difficulties in recruiting staff, teachers, and appointing managers. In addition, there is a shortage of teachers, especially in key professions, mainly due to the low salary and benefits policies for teachers, which have not attracted teachers to participate in the field of vocational education. The staffing of civil servants, teachers, and workers in the unit has not been clearly defined by which level of management, and on the other hand, they have not been given the conditions to participate in civil servant promotion exams according to State regulations...

According to Mr. Ngo Duy Hieu, Vice President of the Vietnam General Confederation of Labor, many vocational training institutions are not operating effectively and are looking for ways to survive. However, these units must not only survive, but also find ways to grow, develop and contribute to society.

At the conference, opinions also raised difficulties in developing job position projects during the process of arrangement, promoting autonomy, and difficulties in staffing.

Speaking at the conference, Mr. Nguyen Dinh Khang, member of the Party Central Committee, President of the Vietnam General Confederation of Labor, emphasized the importance of building an autonomy plan, including autonomy in programs and personnel. In the process of building an autonomy plan, it is necessary to well implement the construction of job position projects, based on the explanations of each unit. Autonomy must ensure the provisions of the law; assets must be managed in accordance with regulations. In addition, autonomy must ensure the criteria and orientation when establishing the unit. In addition, units must update new policies on vocational training to plan future activities.

Mr. Nguyen Dinh Khang requested that vocational education units must change, adapt, and calculate plans to operate effectively in the current context of having a vocational education network plan as well as regulations on vocational training; pressure on science and technology, many new industries will be born, leading to changes in the workforce. However, the President of the Vietnam General Confederation of Labor also noted that educational units under the trade union system must identify the customer market as the whole society, not just within the trade union organization.
