I teach at a satellite school of a boarding ethnic minority high school in region 3. The school has 1 central campus with boarding students, and the satellite campuses have non-boarding students. May I ask, am I entitled to a 0.3 responsibility allowance? As a teacher at a boarding school but teaching at a satellite campus, am I entitled to a boarding allowance? Policies for teachers and educational administrators working at specialized schools are implemented according to the provisions of Decree No. 61/2006/ND-CP dated June 20, 2006 of the Government. Accordingly, Article 6 of this Decree stipulates that teachers and educational administrators working at specialized schools are entitled to a responsibility allowance coefficient of 0.3 compared to the minimum wage.

I am a teacher working at a boarding school. Currently, my workplace understands that boarding students who do not return home during the day are staying at school all day and night, and teachers who receive a responsibility allowance of 0.3, with a reduction of 2 periods (teaching 19 periods for schools without boarding), must be on duty at night, on duty for lunch, on duty for evening study, and on duty from 7:30 a.m. the previous day to 7:30 a.m. the following day. The policy for teachers and educational administrators working at specialized schools is implemented according to the provisions of Decree No. 61/2006/ND-CP dated June 20, 2006 of the Government. The working regime of teachers is implemented according to the provisions of Circular No. 28/2009/TT-BGDDT dated October 21, 2009; amended and supplemented by Circular No. 15/2017/TT-BGDDT dated June 9, 2017 of the Minister of Education and Training . Accordingly, the teaching period norm for teachers at ethnic minority boarding schools is 21 periods at primary level and 17 periods at secondary level.
For general schools with boarding students (but not recognized as boarding schools), they are not subject to the policies and working regimes as mentioned above. However, to help teachers overcome difficulties and feel secure in their work, the Ministry of Education and Training recommends that localities utilize resources from organizations and individuals to support teachers working at these schools.
