24 billion VND procurement package in Gia Lai accused of restricting contractors

Today (May 13), the Department of Education and Training of Pleiku City, Gia Lai Province will open the bidding package "Procurement of minimum equipment - standard equipment for public schools under management in 2025". This bidding package was accused by the contractor of having many criteria to limit contractors.

The above bid package was invited by the Pleiku City Department of Education and Training on April 25 and opened on May 13. The bid package is worth nearly VND24 billion from the state budget. The winning enterprise will have to complete the contract within 10 days from the date of signing.

In this bidding package, many businesses have petitioned the investor, the Department of Education and Training of Pleiku City, to set criteria to limit bidders. Accordingly, they have petitioned to clarify 7 contents in the bidding documents.

Some contents that need to be clarified are: Are the electric meter and the multimeter the same type? If they are the same series, why choose two different types of meters? Of these two types, one displays 4 digits, the other 12,000 digits, but in reality, we cannot find any digital multimeter that can display 12,000 digits on the screen.

The bidding documents call for the basketball to be made of “leather” or equivalent, but in fact the basketball is made of rubber. Is the bidder offering rubber equivalent?

The bidding documents require a tape measure of 13x1500 mm, equivalent to 1.5 m for physicaleducation . Meanwhile, according to the regulations of the Ministry of Education and Training, the tape measure must be at least 10 m long to suit the characteristics and nature of the subject with the contents (long jump, high jump, measuring the field size)...

The package includes many electronic products such as televisions, portable audio systems, computers, interactive screens, etc., which are either imported as a whole or have to import components and parts for assembly in Vietnam. However, the bidding documents require implementation within 10 days, which is impossible. "We suspect that the investor intentionally directed the contractor to prepare the goods in advance so that this package can be implemented," a contractor was upset.

When the contractor proposed some inappropriate content, the Pleiku City Department of Education and Training had to accept to adjust the parameters in the bidding documents. However, this unit did not accept to adjust or extend the bidding closing time in case there was only 1 day left before the bidding closing time.

Urgent implementation due to merger (?)

Speaking to a reporter from the Lao Dong Newspaper , Mr. Nguyen Dinh Thuc, Head of the Department of Education and Training of Pleiku City, said that a consulting unit has been hired to implement the bidding package; the process and procedures are all in accordance with the Law on Bidding. The proposals of the contractors will be clarified, ensuring the rights of all contractors. According to Mr. Thuc, this bidding package is being implemented very urgently, due to the merger of localities.
