Comments on the draft Regulations on functions, tasks, powers, organizational structure, and working relationships of the Party delegation and Party executive committee at the provincial level

On October 27, the Central Organizing Committee held a national online conference to contribute comments to the draft Regulation on the functions, tasks, powers, organizational structure, and working relationships of provincial-level Party delegations and Party executive committees (abbreviated as Regulations) of the Secretariat. Comrade Nguyen Quang Duong, member of the Party Central Committee, Deputy Head of the Central Organizing Committee chaired the conference at the central bridge.

Comrade Tran Quoc Toan, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, gave comments on the draft Regulation.

Attending the conference at Hung Yen bridge were comrades: Tran Quoc Toan, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Pham Van Khue, Member of the Standing Committee of the Provincial Party Committee, Head of the Provincial Party Committee's Organization Committee; Nguyen Le Huy, Member of the Standing Committee of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Committee.

Speaking at the opening of the conference, Deputy Head of the Central Organizing Committee Nguyen Quang Duong emphasized: The draft Regulation is a very important content, the first time it is submitted to the Secretariat for promulgation. The draft Regulation has been studied and consulted with experts from the Central Party agencies, but is not really complete. Therefore, based on the practical situation, at this conference, localities focused on participating in contributing opinions, contributing to the completion of the draft to be submitted to the Secretariat in the coming time.

The draft Regulation consists of 4 chapters and 16 articles with specific contents on: Functions, tasks, powers; organizational structure, principles and working regime; working relations; implementation organization. According to the draft Regulation, the provincial Party delegation and Party executive committee are Party organizations established by the Standing Committee of the Provincial Party Committee and the City Party Committee directly under the Central Committee; under the leadership of the Party Committee, directly and regularly led by the Standing Committee of the provincial Party Committee; performing the function of leadership and direction for each specific agency and organization: People's Council, People's Committee, People's Court, People's Procuracy, Vietnam Fatherland Front, socio-political organizations, unions of literary and artistic associations, unions of scientific and technical associations and mass associations at the provincial level assigned by the Party and the State according to the provisions of the Party Charter, regulations and instructions of the Central Committee, Party Committees, and Standing Committees of provincial Party Committees.

At the conference, delegates basically agreed with the name and structure of the draft Regulation. At the same time, they exchanged and contributed some opinions on: Working principles, tasks, and powers of the Party delegation and Party executive committee; responsibilities and powers of members of the Party delegation and Party executive committee; organizational structure and working regime of the Party delegation and Party executive committee; working relationship between the Party delegation and Party executive committee and the head, head, and collective leadership of the agency or unit; working relationship...

Giving comments at the conference, comrade Tran Quoc Toan, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized: The issuance of the Regulation by the Central Government is very necessary. Through studying the draft Regulation and the practical situation in the locality, it is recommended that the drafting agency study, consider adjusting, supplementing or clarifying a number of contents such as: Reviewing the regulations on the term of office for the Party Executive Committee under the Provincial Party Committee for unified implementation, specifically: Adding regulations on the term of office of the Party Executive Committee; for Party delegations and Party Executive Committees in agencies and organizations with an election term, the term of office shall be taken according to the election term of that agency or organization (Party delegation of the Provincial People's Council, Vietnam Fatherland Front, socio-political organizations of the province; Party Executive Committee of the Provincial People's Committee). For Party Executive Committees in agencies and organizations without an election term, the term of office shall be taken according to the election term of National Assembly deputies and People's Councils at all levels. To improve the effectiveness of the Party delegations and Party executive committees, it is recommended that the Central Committee consider issuing model regulations for each type of Party delegation and Party executive committee. At the same time, provide some opinions on the organizational structure, principles and working regime of the Party delegations and Party executive committees at the provincial level; amend some phrases in the draft Regulations...

In his concluding remarks at the conference, Deputy Head of the Central Organizing Committee Nguyen Quang Duong highly appreciated the enthusiastic and responsible comments of the delegates attending the conference. The drafting agency will receive comments, research, advise, and soon complete the draft Regulation to submit to the Secretariat in the near future.
