Ha Long: Improving the effectiveness of protecting the Party's ideological foundation

Protecting the Party's ideological foundation is an important content of the Party building and rectification work; the top task of Party committees and organizations at all levels. In recent times, the work of protecting the Party's ideological foundation has been implemented by the Ha Long City Party Committee with many positive solutions.

Steering Committee 35 of Ha Long City organized a drill to combat, prevent and handle bad and toxic information on the Internet and social networks.

In September 2024, Ha Long City - the first district-level locality in the country to organize a pilot conference to practice combating, preventing and handling bad and toxic information on the Internet and social networks. At the program, the Steering Committee of 35 cities conducted a drill to combat, prevent and handle bad and toxic information in a hypothetical situation; spreading positive information according to the motto "using beauty to eliminate ugliness".

According to comrade Vu Thi Mai Anh, Deputy Secretary of the Ha Long City Party Committee, through the exercise, it has contributed to improving the leadership capacity of Party committees and Party organizations; the advisory role of the City Party Committee's Steering Committee 35; the ability to coordinate between forces in fighting, preventing, and handling information against the Party, the State, and the regime on the Internet and social networks. The exercise scenarios aim to gradually concretize the coordination process between forces, improve leadership capacity, organize activities, and handle situations related to complex and sensitive cases of public concern; and new issues arising on the Internet and social networks in Ha Long City to promptly resolve, preventing a media crisis.

In recent years, the Standing Committee of the Ha Long City Party Committee has focused on directing the innovation of the content and methods of ideological work, combining construction and prevention, in which construction is the foundation; propaganda work is carried out proactively, regularly, closely following reality and closely linked with the tasks of socio-economic development, national defense and security, in which attention is paid to propaganda and mobilizing people together with Party committees and authorities to implement major policies and guidelines that have a profound impact on the city's socio-economic development. The City Party Committee regularly directs the organization of political and ideological activities associated with propaganda to highlight the activities to celebrate and commemorate major holidays and events, thereby raising awareness, consciousness and responsibility of cadres and party members towards major issues and events of the locality and the country.

The coordination of information provision for press agencies has also received special attention. The city has directed specialized departments to regularly monitor and synthesize daily press and social media information reflecting local-related content. Thereby, promptly directing solutions and reporting to the Provincial Party Committee's Propaganda Department to grasp the situation. In particular, before major events and policies that are of interest to the majority of people, the Ha Long City Party Committee has directed proactive information and propaganda, creating high consensus among all classes of people to support.

On the other hand, the City Party Committee always pays attention to building and developing forces to participate in grasping public opinion, detecting and participating in the fight against bad and toxic information with a large number of viewpoints, wide range of fields, gradually improving the quality of professional grasping the situation and participating in the struggle and refutation. The City promotes the role of the team of reporters in the area, the Propaganda Department of the grassroots Party Committee; grassroots propagandists; Party cell secretaries under the grassroots Party Committee and social opinion collaborators at the grassroots level... This team has created and used over 500 zalo groups, fanpages, groups... connecting members, serving the activities of grasping the situation and propagandizing, fighting against wrong and hostile viewpoints.

The Steering Committee of 35 cities also maintains and promotes the effectiveness of social networking sites, such as: Bai Tho Moutain, Ha Long Propaganda, Ha Long New Day, Ha Long Science and Education... Regularly posting, monitoring, and interacting on social networks to serve the work of propaganda and information dissemination; promptly grasp information, propose solutions to refute, prevent, and avoid spreading false, bad, and toxic information that causes confusion in public opinion. In addition, the Propaganda Department of the City Party Committee coordinates to advise and direct schools to actively deploy the model "Safe social network for students of Quang Ninh province" at 4 schools with 3,605 students participating. Thereby, propagating and fostering skills in using social networks safely and participating in propaganda, refuting, "using beauty to eliminate ugliness", spreading positive information.

To continue to effectively implement the work of protecting the Party's ideological foundation, Ha Long City continues to raise awareness of the subjects about the role, importance and position of the work of protecting the Party's ideological foundation, fighting against erroneous and hostile viewpoints; doing well the work of Party building and rectification, overcoming the degradation of ideology, politics, ethics and lifestyle in a number of cadres and Party members; innovating and improving the effectiveness of propaganda work and orienting public opinion to create unity within the Party and consensus among the people. At the same time, closely following up on incidents arising right from the grassroots, promptly detecting and strictly handling violating groups and individuals; building and developing forces associated with training and improving the professional skills of the Steering Committee members, Secretariat, reporters and collaborators to have a large team with professional skills in fighting against erroneous and hostile viewpoints in the new situation.
