According to the report of the Ha Long City People's Council, in 2024, the work of receiving citizens and resolving complaints and denunciations in the city achieved positive results; many long-standing, complex, and unresolved cases were addressed, making an important contribution to the stability of political and social security in the area.
In 2024, Ha Long City received over 1,700 visits from 1,201 citizens (a 53% decrease compared to 2023), including 3 large groups (a 50% decrease compared to 2023). Through these citizen reception sessions, the city received 497 petitions (accounting for 27% of the total number of petitions in the province, a 46% decrease compared to 2023), of which 346 were newly arising cases (a 16% decrease in the number of newly arising cases). The issues raised through these citizen reception sessions mainly concerned land management, compensation policies, land clearance, resettlement land prices, planning, and construction.
Following the province's directives, the work of receiving citizens and resolving complaints and denunciations has been given attention by state administrative agencies from the city level to the grassroots. The city strictly maintains regular citizen reception and dialogue sessions with the heads of local Party committees and governments; many complaints, suggestions, and feedback are addressed promptly at the grassroots level, preventing the formation of hotspots.
Accordingly, in 2024, the city achieved a relatively high complaint resolution rate of 90.3%, a denunciation resolution rate of 100%, and a petition/suggestion resolution rate of 90.5%.
Notably, the city has focused on resolving many complex and protracted cases involving large numbers of petitioners, such as: addressing flooding in Yet Kieu ward; the construction project of apartment buildings 6, 7, and 8 in Tran Hung Dao ward; illegal aquaculture facilities in the Ha Long Bay area; and compensation for land clearance for households affected by the project to renovate and upgrade National Highway 18 from the Hoang Quoc Viet intersection to Bai Chay bridge…
