From July 1, 2025, Ha Nam will officially have 33 new commune-level administrative units in operation after completing the arrangement according to Resolution No. 50/NQ-HDND. Not only is this a change in administrative boundaries, it is also a breakthrough in reforming the government apparatus towards streamlining, modernizing, and digitizing, implementing the major policy of the Party and State on organizing two-level government, associated with the orientation of comprehensive digital transformation according to Resolution No. 57-NQ/TW and Project 06 of the Government.

Fast but methodical – Start with data

In early June, the atmosphere of preparation for the “transformation day” in communes and towns became urgent. In Binh Luc district, the locality with the largest number of merged communes in the province, the work of inventorying, cataloguing records, reviewing public assets and especially digitizing administrative data is taking place very seriously.

In Dong Du commune, Ms. Bach Thi Thuy, an official of the commune People's Committee, said: "All administrative records are indexed and digitized to be transferred to the common electronic operating system of the new Binh Luc commune. This is an indispensable preparation step if we want to operate the digital government model effectively and seamlessly after July 1."

In particular, this reorganization is not simply a consolidation of boundaries, but a restructuring of commune-level administration based on digital data. The standardization of all documents, records, financial and administrative data according to the national population database not only helps the transition process go smoothly, but also paves the way for a “paperless”, “queue-free”, “non-overlapping” government model.

As one of the leading provinces in the country in implementing Project 06, especially at the commune level, Ha Nam has considered this a "pedestal" to reorganize the government on a digital platform. Since the end of 2024, the regular commune police force has been mobilized together with specialized departments, responsible for updating and adjusting population data after the merger, issuing and changing citizen identification cards (CCCD) with chips and electronic identification codes for people in communes with changed boundaries.

In Binh My town, a new administrative unit established from three old localities, Mr. Nguyen Trung Tuan, Chairman of the town People's Committee, shared: "We consider digital transformation not only a technological task, but also a change in management thinking. All administrative procedures will be received and processed on the electronic system. From the stage of submitting documents to returning results, people will not need to go to the headquarters if not really necessary."

The special point is that after the merger, online public services are promoted to level 4, synchronized with the VNeID application and the National Public Service Portal. Each citizen has a unique digital identity - identified, authenticated from population data and linked to financial, health,education , social security systems... This will help the e-government model truly serve "the right people, the right needs, the right time".

Commune police – “digital connection station” at the grassroots level

Without the district-level police, the regular commune police force has become the "backbone" to ensure security and order, and at the same time is the nucleus to promote the implementation of digital government from the grassroots. In districts such as Ly Nhan, Thanh Liem, Duy Tien, etc., the image of police officers "going to every alley, knocking on every door, checking every population" to update population information is no longer strange. That is the foundation for updating changes in household registration, population, legal status, etc. after the merger, while ensuring that administrative management is not interrupted.

The Commander of Thanh Tan Commune Police (Thanh Liem District) said: “We are supporting people to register, authenticate electronic identification, and exploit the utilities of VNeID so as not to be passive after the communes merge. Only when population data is accurate and synchronized, can the government serve people effectively in the digital environment.”

In addition, the Commune Police also coordinates with judicial, civil status, and land officials to digitize all documents related to land, personal information, civil status, etc., towards data-based management, instead of paper records as before. Reducing the number of communes does not mean reducing service quality. The ultimate goal is to build a people-centered, creative government. During the merger process, Ha Nam is not simply streamlining the apparatus but is creating a new governance ecosystem: digitalization - connection - intelligence - efficiency.

The leader of Ha Nam Provincial Party Committee shared: “The arrangement of commune-level administrative units must be associated with innovation in organizational models, operating methods, administrative reforms, and especially the strong application of digital technology. We must not only reduce the number of focal points but also improve the quality of management, service spirit and people's satisfaction in the new era”.

July 1, 2025 is not only a milestone marking the change in administrative boundaries. For Ha Nam, it is also the starting point for a new government model where each population data is a “digital brick” to build a modern governance model. In which, the role of the police force, population data, digital identification and Project 06 are irreplaceable “axes”.

From merger to streamline, from data to modernization, from communal police to maintain order and lead the transformation, Ha Nam is firmly on the journey to realize smart government from the grassroots.
