The Hanoi People's Committee has just submitted to the City People's Council for consideration and approval of the investment policy for the Project to renovate, renovate and reconstruct parks on both sides of the To Lich River. The goal is to form a system of parks, squares, sports fields, walking paths, trees and many public facilities on both sides of the river.
Accordingly, the construction site: Along the To Lich River, passing through the wards of Ngoc Ha, Nghia Do, Lang, Giang Vo, Cau Giay, Yen Hoa, Thanh Xuan, Dong Da, Khuong Dinh, Dinh Cong, Thanh Liet, Hoang Liet. The land use area is about 737.9 m2, the total preliminary investment is about 4,665 billion VND.

The project is implemented in the form of a Build-Transfer Contract (BT Contract) with payment by land fund. The project implementation period is from the third quarter of 2025 to the third quarter of 2027. It is expected that at the 26th session, the Hanoi People's Council will consider and approve the investment policy of a number of projects, including the project to renovate, embellish and reconstruct the park on both sides of the To Lich River.
According to the Hanoi People's Committee, the project to renovate, beautify and rebuild the park along the To Lich River was carried out under the direction of senior leaders of the Party and State. This is a project that started to celebrate the liberation day of the capital on October 10.
According to the Hanoi People's Committee, the total preliminary investment is over VND4,665 billion in the form of BT (build-transfer) contract. The city plans to pay the investor with about 94 hectares of land in Phuc Thinh commune, of which 47.6 hectares are commercial land (36.9 hectares of residential land, 10.7 hectares of commercial and service land).
The To Lich River is 13.4 km long, originating from Nghia Do canal (Hoang Quoc Viet) and draining into the Nhue River through Thanh Liet dam or into the Red River through Yen So pumping station. For many years, this river has been heavily polluted due to interruption of its recharge source, mainly receiving wastewater and rainwater.
Recently, Hanoi has implemented many solutions to improve the environment of To Lich River such as adding water, collecting wastewater, dredging the riverbed, repairing embankments, and cleaning both banks.
The city has completed the water supply from West Lake and Yen Xa Wastewater Treatment Plant with a flow rate of about 230,000 m3/day and night, maintaining a stable water level of 3.5 m. In the long term, Hanoi will study the supply of more water from the Red River to the To Lich River.
