Hanoi leads the country in Provincial Digital Transformation Index

Hanoi continues to affirm its pioneering role in digital transformation when leading the 2024 Provincial Digital Transformation Index (DTI) rankings, with 0.8241 points, ranking first out of 34 provinces and centrally run cities after merging administrative boundaries.

At the Program to Welcome National Digital Transformation Day 2025, which took place on the morning of October 21 in Hanoi, the Ministry of Science and Technology announced the results of the Digital Transformation Index (DTI) in 2024.

At the event, Mr. Nguyen Phu Tien, Deputy Director of the National Digital Transformation Agency, said that since 2020, the Ministry of Science and Technology (formerly the Ministry of Information and Communications ) has issued and deployed the DTI Index to assess the level of digital transformation at three levels: Ministry, province and country. DTI is an important tool to monitor progress, evaluate effectiveness and guide policies to promote digital transformation nationwide.

The national DTI consists of 12 indicators divided into three main pillars: Digital Government (400 points), Digital Economy (300 points) and Digital Society (300 points), with a total score of 1,000.

The provincial DTI is structured according to three similar pillars: Digital Government, Digital Economy and Digital Society, including 8 main indicators with 47 component indicators. Of which, the common foundation index group (digital awareness, digital institutions, digital infrastructure, digital human resources and cyber security) accounts for the majority, in addition to the operational index group (digital government, digital economy, digital society).

The Ministry-level DTI includes 6 main indicators and 31 component indicators with a total score of 1,000, reflecting the characteristics of each ministry and sector in implementing digital transformation.

The indicators are collected and evaluated entirely online via the dti.gov.vn system, combining automatic measurement data and verified statistical reports. Specifically, the national DTI has 33% of its indicators measured automatically; the ministerial and provincial DTI have 22.6% and 20% of its indicators measured automatically, respectively. The application of the online evaluation system helps ensure transparency, objectivity and continuous updates throughout the entire process.

Impressive growth across all three pillars

According to the announcement of the Ministry of Science and Technology, the national DTI in 2024 reached 0.7955, an increase of 8.6% compared to 2023 (0.7326) - a faster growth rate than the previous year. Notably, in 2024, Vietnam increased 15 places in the United Nations e-Government rankings, ranking 71/193 countries - a clear step forward in the process of building a digital government.

At the provincial level, the DTI value in 2024 reached 0.6961, up 2.6% over the previous year. All three pillars recorded significant improvements: Digital Government reached 0.7582, up 4.7%; Digital Economy reached 0.7723, up 13.3%; Digital Society reached 0.7692, up 13.4%.

This result clearly reflects the effectiveness of localities proactively applying digital technology to management activities and socio-economic development, while promoting digital transformation in each specific industry and field.

Big cities make strong breakthroughs

At the local level, according to the 2024 provincial DTI rankings, Hanoi ranked first. This locality ranked first in four main indicators including Digital Awareness, Digital Institutions, Digital Economic Activities and Digital Social Activities.

Hue City ranked second, achieving maximum scores in 3 main indexes (Digital Awareness, Digital Institutions, Cyber ​​Security) and ranked top 2 in Digital Government Activities.

Hai Phong ranked third, standing out with maximum scores in Digital Awareness, Digital Institutions, and was in the top 3 in Digital Infrastructure and Digital Economic Activities.

Ho Chi Minh City ranked fourth, achieving maximum scores in two indexes (Digital Awareness, Digital Institutions), ranking in the top 4 in Digital Economic Activities and top 3 in Digital Social Activities.

Notably, Thanh Hoa is in the Top 5, achieving maximum scores in 3 main indexes (Digital awareness, Digital institutions, Digital human resources).

According to the National Digital Transformation Agency, the Ministry of Science and Technology is updating and completing the DTI Index in Decision No. 405/QD-BKHCN issued on April 3, 2025.

The adjustment aims to ensure consistency with new Resolutions and directives of the Central and Government (such as Resolution 57-NQ/TW, Resolution 71/NQ-CP...), while also approaching international assessment criteria and more closely reflecting the final effectiveness of digital transformation - instead of just stopping at the implementation level.

The new DTI criteria set is expected to be issued in the fourth quarter of 2025. On that basis, the Ministry of Science and Technology will organize the 2025 DTI assessment for the ministries and 34 provinces and cities after the merger, with the results expected to be announced in the first quarter of 2026.

According to the Ministry of Science and Technology, Vietnam is entering a period of comprehensive digital transformation, where all areas - from state management, production, trade, to social life - are closely linked to the digital platform. The results from DTI 2024 are not only a measure of the digital transformation capacity of each locality, but also demonstrate the persistent efforts of the entire system in the journey to build an effective digital government, a dynamic digital economy and an inclusive digital society.
